さて前回に引き続き【再び家で眠るまで～木材切断機～】／～Wood cutting machine～
シリーズでは、皆さまのお買い物による売上金を繋げさせて頂いている
村の話を書いて行きます。
以下現地の話、私たちの会話や理解を整理したものを文章に起こして
この数か月、村の皆さんは家々を建て直す為の第一歩としての
木材切断機の導入に向け奮闘して来ましたが、
様々な問題を乗り越えなければなりませんでした。
少し政治の話になりますが、
遡る事2006年、ネパールでは内戦が終結、
2008年にネパールでの初めての制憲議会選挙の実施、
それ以降約7年に渡り混乱が繰り返された憲法制定プロセスが、
ようやく昨年2015年9月16日の新憲法承認によって終了しました。
やっとネパールに新しい憲法が出来たのです
しかしこの新憲法をめぐり、隣国インドとの関係が悪化、
両国間の国境は4カ月以上に渡り封鎖状態に陥ってしまったのです。
これはネパールに南部に住む親インド住民やインドからのネパール帰化者に対して、
新憲法が不利な内容であると受け取られた事が引き金とされています。
またインド側にとっては、ネパールとの間にある水資源の問題などを含めて、
将来的にインド側から見てある意味で「つきあいやすい」憲法
を作って欲しかったという想いが少なからずあったのではと思います。
しかし両国の様々な考えや背景が複雑に絡み合って起こった事に対して、
もちろんこれは一つの見方に過ぎないのかもしれません。
ネパールはインドと中国という大国に挟まれているその地理的性格から、
ガソリン燃料をはじめ医療品、食料品などの多くをインドからの輸入に頼ってきました。
インド側から国境が封鎖されたという事は、
ネパールがただでさえ地震後大変な状況にある中で、
ライフラインであるガソリンや医療品が手に入らない状態という事です。その結果、
慣れていない人や環境が整っていない人は困るであろう薪での調理を余儀なくされたり
、
仕事や学校に長時間かけて行ったり(時には通学手段がなく学校が休みという事も！)
、
病院で薬が手に入らなかったり
、
ただでさえ不便な生活は益々打撃を受けました。
この問題に関してネパールは国際社会でも声を挙げましたが、
インドは国際社会においても存在感があり、
その上主たる先進国との政府間ビジネスも非常に多い国です。
世界の関心はネパールから遠く、ようやく報道がされ始めたのは、
問題が深刻になって数か月経ってからやっとという状況でした。
(なぜこうなったかに対しては、ネパール側の内政も含め色々な意見がありますが)
しかし世界・世の中の関心というものが、
自分の利益になるもの、得になるものへと向かって行く事は自然なことかもしれませんが、
残念な現実でもあります。
話はサムンドラデヴィの人たちが先に進む為の第一歩として
準備しようとしている木材切断機へと続いて行きます…

For last few months we have been preparing the wood cutting machine
in support of local people. Not all the process was easy and smooth
due to blockade of India and shortage of gasoline and other materials in the country.
As you may know that Nepal had a decade long civil war involving the communist party of Nepal (Maoist) and first parliament election was happened for the 1st Nepali constituent Assembly on 2008 .Despite continuing political challenge a new constitution was announced in Sep 2015 after waiting for 8 years.
New constitution was good for the Nepalese after a long waiting
but neighboring country India was not happy with whatever the reason for the interest of India strategical reason over Nepal. India launched the economic blockade over Nepal and create humanitarian crisis even during the time of re building the nation while suffering the massive earthquake of April 25, 2015.Moreover, Indian blockade violates the international law and creates disaster by making shortage of life line materials including medicines and gasoline. Indian blockade last for almost four months.
Imagine you cannot get the life line regardless of re built the house and nation after severe damage of earthquake in Nepal. People were surviving by cooking in wood and walk miles of distance for the job and school for several months in this hard time.
Although we cannot deny there are various opinions and thoughts from India.
This new constitution seems not favorable for Indian law makers include the future potential threat of water resource as well as Chinese tension escalating in various borders in India. I think the blockade issue was the result of “Geo political interest” even during the hardest situation in Nepal. As a result, life line was stopped in the hardest time after the earthquake.
Nepal rose the voice in international law makers (UN and etc.)
but international society especially developed countries has much business and political interest with India and each nation is selfish for their own interest.
Then international society has not focus in media nor broadcast ed about this kind of serious issue for some months.
It is sad to see the world is not fair at all and all social interest is focused only in the surface which gives them benefit.
We will keep updating the work on progress regarding the setup of wood cutting machine to re build the houses for earthquake victim in Nepal.
