ということで、各国の談話を見てみました。いつもの通り、ロシア語とか中国語はさっぱり分かりません。しかも、ロシアの談話はきっと想像に難くないので取り上げる価値はないと思います。
まず、ズラッと並べてみました。
【日本・高村外相談話】
１．我が国は、グルジア・南オセチア自治州における武力衝突激化に対し深刻な懸念と憂慮を表明する。
２．我が国は、全ての当事者が、武力の行使を即時に停止し、最大限の自制を発揮して、対話により事態の悪化を回避することを強く求める。
３．我が国は、地域の平和の回復と安定のためにグルジアの領土一体性が尊重され、当事者間の対話により、事態が一刻も早く収拾されることを期待する。
（感想）まあ、標準的な表現ではありますが、ポイントは「グルジアの領土一体性」ですね。グルジアの領土の一体性が害されている、それはロシアによるものだという類推が働くので、間接的なロシア非難です。これが入らなかったら外務省批判しようと思っていましたが、さすがにそこまでロシアに譲歩することはしなかったということです。ただ、さすがにアメリカのように「ロシア、さっさと出ていけ」とまでは言えないようですね。
【アメリカ・ライス国務長官】
The United States calls for an immediate ceasefire to the armed conflict in Georgia’s region of South Ossetia. We call on Russia to cease attacks on Georgia by aircraft and missiles, respect Georgia’s territorial integrity, and withdraw its ground combat forces from Georgian soil.
Senior U.S. officials and I have spoken with the parties and continue to work with them to seek an end to hostilities. The United States is working actively with its European partners to launch international mediation. We urgently seek Russia’s support of these efforts.
We underscore the international community’s support for Georgia’s sovereignty and territorial integrity within its internationally recognized borders, as articulated in numerous U.N. Security Council resolutions, including most recently UNSCR 1808 in April 2008.
（感想）なかなかキツい表現が入っています。「ロシア軍はグルジア国内から出ていくよう求める（withdraw its ground combat forces from Georgian soil）」という表現が入っています。これはその他の国にはない踏み込みようです。かなりグルジア側から見た視点で書かれています。
【イギリス・ミリバンド外相】
I have today had a number of calls with international colleagues. There is widespread concern about the escalating violence in Georgia.
British representatives on the ground and the media have reported that Russia has extended the fighting today well beyond South Ossetia, attacking the Georgian port of Poti ,and the town of Gori, while Abkhaz forces have been shelling Georgian positions in the Upper Kodori valley. I deplore this.
The immediate priority for the international community is to stop the conflict. The responsibility on the Russian and Georgian governments is now clear. The offer of a ceasefire by the Georgian government is very welcome. We now look to the Russian Government to accept this offer and agree to an immediate ceasefire, in line with its international commitments to respect Georgian territorial integrity.
At the UN, the EU and the OSCE the UK will lend its strong support to all those committed to a swift resolution to the conflict.
（感想）標準的と言えば標準的なんですが、どちらかといえば、あまりグルジアに肩入れしていないようにも読めます。どっちも紛争に対して責任があることが前提で書かれていますね。これは偏見からもしれませんが、いつもイギリス政府から出てくる公式コメントというのは中身が少ないように思えるんですよね。それがイギリスという国の深みなんですかね。まあ、あえて言えば、グルジアの領土一体性を尊重することにロシアもきちんと国際的にコミットしているでしょ（its international commitment to respect・・・） 、とやんわりと諭しているところあたりが気になりますかね。
【フランス・クシュネール外相】
Le ministre des Affaires étrangères et européennes, M. Bernard Kouchner, est extrêmement préoccupé par les événements en Ossétie du sud, Géorgie. Il déplore les pertes de vies humaines.
Assurant la Présidence du Conseil de l'Union européenne, le ministre est en contact avec tous les protagonistes de la crise. Son objectif immédiat est d'obtenir un cessez-le-feu à l'élaboration duquel il travaille.
Dans cette perspective, il a eu depuis hier soir plusieurs entretiens téléphoniques avec son homologue géorgienne, Mme Eka Tkechelachvili. Compte tenu de la situation, il a décidé de rentrer demain à Paris.
Il a fait le point de la situation avec le secrétaire général du Conseil/Haut représentant pour la PESC, M. Javier Solana, ainsi qu'avec le président en exercice de l'Organisation pour la sécurité et la coopération en Europe (OSCE), le ministre des Affaires étrangères de Finlande, M. Alexander Stubb.
La France réitère son attachement à la souveraineté et à l'intégrité territoriale de la Géorgie dans ses frontières internationalement reconnues.
La France appelle toutes les parties à la cessation immédiate des hostilités et à la reprise sans délais des négociations, qui seules peuvent permettre de trouver une issue à cette crise./.
（感想）（フランス語を訳することなく申し訳ないのですが）それ程、大したことはありません。基本的に日本やイギリスの書いていることと大差はありません。他にない表現としては「グルジアの主権」に言及があることですかね。「国際的に認められた国境における、グルジアの主権及び領土一体性に再度コミットする」といった表現があります。特段の意図はないと思いますが、こういう時に主権を意識するところがフランス人らしいですね。
【EU議長・フランス】
L’Union européenne exprime sa très grave préoccupation au vu des derniers développements en Géorgie.
Elle demande un cessez-le feu immédiat. Elle salue l’offre de cessez-le-feu de la Géorgie et attend de la Russie qu’elle accepte immédiatement un tel cessez-le-feu.
Elle exprime aussi sa plus vive inquiétude au sujet des victimes, des souffrances qu’endurent les populations, des dégâts considérables occasionnés et du nombre croissant de personnes déplacées. Elle se déclare prête à contribuer à l’action humanitaire au profit de ces populations.
L’Union européenne demande le retour à la situation antérieure qui prévalait sur le terrain et l’engagement dès que possible d’une négociation pour régler ces conflits.
Elle déclare avec force son attachement à la souveraineté et à l’intégrité territoriale de la Géorgie dans ses frontières internationalement reconnues et exhorte la Russie à respecter celles-ci. Elle souligne que la poursuite des actions militaires affecterait sa relation avec la Russie.
（感想）イギリスとフランスの談話を足して２で割った感じですかね。ただ、最後の一文「ロシアの軍事行動が続くなら、ロシアとEUとの関係に影響が出るだろう」というのは、かなり強く出た表現ですね。どの国がこの文を入れるように主張したのかが興味深いです。
こうやって見てみると、日本の談話というのは外してはいけない最低限のポイントはすべて押さえていて、かつそれ以上のことは一切言わないということが際立ちます。これをモデルにして、後はめいめいの思いを加えていけばそれなりに良い談話になるでしょうね。
