It's often said that to raise bilingual children, parents must focus on increasing their child's exposure to the target language (English).
According to linguists, for example, when raising bilinguals in Japan, the best environment for children to become bilinguals is one that exposes them to a ratio of 50:50 English to Japanese, with the minimum exposure ratio being 33:66 English to Japanese. On the other hand, my sister was never really interested in Japanese culture or entertainment, and whereas I often went to Japan during my summer breaks, she preferred to stay at home in the states. Therefore, being "Japanese" was never included in her self-identity, although "American" and "Japanese-American" were.
Perhaps this is the key? It's not just about exposure to English, but also about the child being raised in an environment where he/she is able to freely create a distinct English identity that is separate from their Japanese identity.
For example, maybe you can separate English books from Japanese books.
Or create separate areas in the playroom -- English toys and books on one side, Japanese toys and books on the other.
Or reserve a time each day when the child only speaks and plays in English.
I feel that this is the essence of bilingualism - to have the time and space to freely create an English identity and personality.
No matter how hard the parents work to teach their child English, if the child doesn't maintain motivation to speak in English when he/she grows up, his/her language abilities will wane...What a waste!
Sorry for the long ramble!
These are only my thoughts...no scientific evidence behind them :p
Anyway...
There is no golden rule that applies to all, but just an idea!
Have a lovely night!
