さて、最近ネガティブなニュースが多い中、個人的には素敵なニュースが。
So, recently, there have been a lot of negative news, but personally, something very positive happened.
1月3日にイルハン・オマールさんが、アメリカ初のソマリア系アメリカ人議員として就任しました。
On Jan. 3, Ilhan Omar was sworn in as the first Somali-American legislator.

女性でもあり、イスラム教徒でもあり、3人の子供の母でもある彼女は、ミネソタ州ミネアポリス市の州下院選挙で当選しました。
She's a woman, a Muslim, and a mom of three, and she was elected as a representative of a Minneapolis district into the Minnesota House of Representatives.
ミネアポリスはアメリカ最大のソマリア人難民コミュニティが存在しています。
Minneapolis is home to the largest community of Somali refugees in the country.
トランプさんは選挙中、このソマリア人難民コミュニティはミネソタ州にとって「disaster(災害)」だと非難していましたが。
During the election, Trump criticized this community as a "disaster" for Minnesota.
大統領選の結果がどうであれ、オマールさんの当選は、人種や性別関係なく、街全体のことを考え、難民の受け入れにコミットし格差をなくそうというアメリカ人が未だたくさん存在するということを示してくれました。
Regardless of the result of the presidential elections, Omar's victory shows that there are still many Americans who are dedicated to improving the welfare of the state as a whole by welcoming refugees and ensuring equality.
そして、女性ということも大きいです。
And, it's significant that she is a woman as well.
アメリカは女性の社会進出が進んでいる、というイメージが強いですが、特に政治の世界ではまだまだというか、世界的には遅れています。
There is a strong image of the U.S. being a great country for women to prosper career-wise, but especially in the world of politics, the U.S. is quite behind in terms of gender equality.
IPU(列国議会同盟)の2016年版世界の国会の女性議員割合ランキングによるとアメリカは193カ国のうち100位(19.2%が女性)。
According to an IPU ranking, the U.S. ranks 100th out of 193 countries in terms of women's representation in Congress or parliament.
アメリカの議員は80%が男性で、80%が白人で、92%がキリスト教徒。
The U.S. Congress is approx. 80% male, 80% white, and 92% Christian.
国全体の代表とは言えないですね。
Hardly representative of the entire country, I'd say.
ちなみに、同じランキングで日本は157位(9.7%)です…。
Btw, Japan ranked 157th...
1位はルワンダ(63.8%)。イギリスは48位(29.6%)、シンガポールは70位(23.8%)、中国は72位(23.6%)、韓国は112位(17%)
世界の平均が20%ちょっとということは、「政治は男性の世界」という概念が、世界的に強いんですかね。
The global average is 20%, so it seems the belief that politics is a man's world is still strongly rooted worldwide.
政治家のディフォルト像というのが、やはり「男性」なのでしょうか。だからこそ男性議員のように強く振舞わないと女性候補者は男性有権者からの支持を集めにくく、逆にそうしてしまうと「女性だから応援してるのに」という女性有権者からの支持を失ってしまう。
The default politician is male. So if a woman wants to get support from male voters, she must act like a male candidate; however, this puts her at risk of alienating women voters who support her for "being a woman."
では逆に、なぜルワンダにはこんなにも女性議員がいるのか?
Then, how has it worked so well in Rwanda?
1994年のルワンダ虐殺でルワンダの人口(特に成人男性)が大きく減少したのもありますが、重要なのがルワンダのクオータ制。
The 1994 genocide certainly played a role, in that a significant percentage of the population (especially young males) were killed, but another important factor is Rwanda's quota system.
2003年からルワンダでは議員の少なくとも30%は女性になるよう憲法で定められています。
Since 2003, Rwanda's constitution guarantees by law that 30% of political seats are held by women.
結果的にもちろん女性議員の数が増え、「私も政治家になりたい」という若い女性も増え、今ではルワンダでは約64%の議員が女性です。
Of course, the result was that there were more women politicians, and in turn, more young women who had role models to aspire to.
ある背景や文化を持つある国の一つの例ですが、考えさせられますね。クォータ制も、完全な解決策ではないですしね。
This is one example of one country that has its own particular history and culture, but this does make one think...although, the quota system is certainly far from a cure-all.
ちなみに、女性議員割合30%以上ある46カ国のうち40カ国はなんらかのクオータ制があるようです。
Btw, of the 46 countries that boasts more tehan 30% women participation in parliameny, 40 have a quota system.
