However, it may be difficult for us to believe thatPresident Trump who had Abe’s demands granted in full would not ask himanything in return for it in the future. In this respect, we have to keep inmind that he is not a skilled politician and an economic expert but abusinessman. It is very likely that he may have Abe’s demands granted as apolitical tactic, conceal any return behind it and ask it in a timely basis.
民主的な過程で選ばれた大統領が常に安全とは言えません。なぜならば、有名な独裁者ヒトラーも先進国ドイツの民主的プロセスで合法的に選ばれたからです。当時のドイツ憲法は、非常に先進的な社会保障制度を持ったワイマール憲法でした。戦後、その教訓を生かして、ドイツ憲法は、民主的合法的に誕生した独裁政権をも排除する「戦う民主主義」の規定を有しています。それゆえ、ドイツ憲法上は、たとえ民主的合法的に選挙された政権でも、ナチスのような独裁的政権を排除することを意図しています。
トランプとヒトラーの共通性は、両者ともポピュリズムに訴えて大衆を扇動し人気を集めて大量の得票をするという点です。そして、ヒトラーが政権を取った当時も、ヒトラーの危険性に気付いていた一部の人々は、ヒトラーに反対していましたが、徐々に粛清され排除されていきました。トランプ大統領が、彼の極端な政策に反対する人々を排除している点も似ています。
しかしながら、アメリカの理性が働いているのは、特定7カ国のからの入国者の入国を拒否する大統領令がシアトルの裁判所により憲法違反とされ、控訴審でも違憲とされた点です。これは、大統領就任演説の当日に首都ワシントンDCでトランプ大統領の就任に反対する暴動が起きたことを含めて、アメリカの歴代大統領としては異例です。
日本のマスコミは、安部総理の訪米における交渉でトランプ大統領が「満額回答」をしたと喜びのうちに報道していますが、「満額回答」したトランプ大統領が今後何らの代償も求めないとは考えられません。この点に関して、トランプ大統領が、熟練の政治家でもなく経済専門家でもなく、ビジネスマンであることを念頭に置く必要があると思います。「満額回答」は駆け引きで裏に「代償の要求」を隠していて時期を見て出してくる可能性が高いです。
ところで、選挙制度は、国によっても違いますが、全国民の支持率が高ければ、当選するというものではありません。事実、ヒラリー・クリントンの方が、統計上全米における得票数はトランプ大統領よりも高かったのです。米ＣＮＮテレビによると、「日本時間10日午前０時30分時点での得票数はクリントン氏の5933万票に対し、トランプ氏は5916万票。得票率も47.7％とトランプ氏を0.2ポイント上回る。にもかかわらず、トランプ氏が接戦を制したのは米国独特の「選挙人制度」が背景にある。各州に割り当てられた選挙人を選び、その選挙人が大統領を決める仕組みだ。大半の州は１票でも多く得票した候補がその州の選挙人を全て獲得する「勝者総取り方式」を採用するため、選挙人の獲得ではトランプ氏が289人とクリントン氏の218人を大きく上回っている。」（日本経済新聞2016年11月10日版）
