USA, Japan, South Korea and China have made efforts for the conversational dialogue to prevent North Korea from developing the nuclear weapons and facilities for many years by using the appeasement policies such as Six-Party Talks and anything else. Also, the policies of US President Obama against North Korea have assumed not such a policy as military intervention but strategic patience.
By the way, it may remind those who are well versed in history of Munich Conference negotiated the British Prime Minister Neville Chamberlain, the French Prime Minister, Édouard Daladier and Nazi-Germany Hitler through good offices of Benito Mussolini in September 1938. Generally speaking, Munich Conference has approved Hitler’s territorial demands for Sudeten in western parts of Czech Slovakia instead of giving up any more territorial demands. It was an appeasement policy which Chamberlain and Daladier hoped to avoid war in light of so many victims in First World War. As a result, Chamberlain and Daladier were vehemently acclaimed as heroes who could avoid war in their own countries.
However, thereby, Hitler was convinced that both UK and France would never militarily intervene in it even if he conducted an adventurous diplomacy and then he annexed the whole Czech Slovakia to his territories. Subsequently, he was convinced that both UK and France would never militarily intervene in his invasion of Poland. The future historians believe that the compromises in Munich Conference induced Nazi-Germany to grow impudent and give it time to prepare for the war and prolonged Second World War.
Well, currently, the US President Trump says that there are any kinds of choices including military actions on the table and sends an atomic power aircraft carrier called Carl Vinson to the Korean Peninsula.
It is evident that North Korea will continue and never give up its efforts for nuclear missile development until it can accomplish nuclear ballistic missiles able to attack the mainland of USA directly and the world community cannot accept North Korea as a nation which owns nuclear missiles at all. Finally, it is only a matter of time that USA shall take a military action against North Korea because there is not compromise between those two stances. As time goes on, North Korea prepares for wars and has advanced weapons and technologies and thereby USA, South Korea and Japan may be under severe circumstances. Meanwhile, the efforts of China and Russia for the conversational dialogue with North Korea may be similar to the mediation of Benito Mussolini. The world situation surrounding North Korea is extremely similar to that of Munich Conference in the eve of Second World War.

ところで、歴史に詳しい方は、ここで1938年9月にイタリア首相ムソリーニの仲介でイギリス首相ネヴィル・チェンバレンおよびフランス首相ダラディエとナチスドイツのヒトラーとの間で開催されたミュンヘン会談を思い起こされるかもしれません。ミュンヘン会談では、大雑把に言えば、これ以上の領土要求をしないことを条件にヒトラーのチェコスロバキア西部ズデーテン地方の領土要求を認めるというものでした。これは、第一次世界大戦の損害の大きさを慮り、戦争回避を望んだチェンバレンとダラディエの融和策であり、チェンバレンとダラディエは、戦争を回避した英雄的存在として国民に熱狂的に迎えられました。
しかし、これにより、ヒトラーは、たとえ冒険的外交を行っても、英仏が軍事介入することはないとの確信を持つに至ってチェコスロバキア全土を併合し、後に、ポーランド侵攻に際しても、ヒトラーは、英仏が軍事介入をすることはないと確信して行動に出ました。後の歴史家は、ミュンヘン会談における譲歩が、ナチスの増長を招き、戦争準備を進めさせ、第二次世界大戦を長引かせたと考えています。
さて、現在、トランプ大統領は、軍事行動を含めたあらゆる選択肢がテーブル上にあると言い、空母カールビンソンを朝鮮半島近海に向かわせています。
明白なことは、北朝鮮は、米国本土を攻撃可能な大陸間弾道ミサイルを完成するまで現在の核開発努力を放棄しないで継続するであろうということと、国際社会が北朝鮮を核保有国と認めることはできないということです。この２つの間に妥協点はない以上、後は北著戦に対する軍事介入は時間の問題となります。時間が経てば経つほど、北朝鮮の戦争準備は進み、新兵器は開発され、核・ロケット技術は進歩し、米日韓は過酷な対応を迫られることになるでしょう。一方、中国やロシアの北朝鮮に対する対話努力は、ムソリーニの仲介のようなものかもしれません。現在の北朝鮮をめぐる世界情勢は、第二次世界大戦前のミュンヘン会談をめぐる世界情勢と酷似しています。
