スーダンで、工場が導入され、穀物を　impair し、農夫さんを失望させている　ということですが、農夫さんは、穀物がどうなると、失望してしまうのでしょうか。

遊牧の羊飼いに連れられて、１００頭を超える羊のむれがナイル川の支流Arbata川に水を飲みに来ていたというそののどかな情景が工場ができて、壊されてしまったような感じがしますね。

意味はひとつだけでした。

何かが、能力や何かが作動する方法、やり方などをimpairすると、それは、その能力や方法、やり方などに損傷を与えたり、悪くしたりする。
例＞アルコールの摂取は、車や機械を運転する能力に損害を与えたり、悪くしたりする。

なるほど。スーダンで、工場ができ、穀物が悪くなり、農夫さんは、失望ししまった訳ですね。
ナイルの支流に水を飲みに来た羊の群れの「めぇぇぇ」という声と、農夫さんのやるせなさを想像すると、悲しくなってきますね。
