韓国警察
福島原子力発電所の爆発事故で流出した放射性物質が
韓国に上陸するというデマを最初に発信したの者の身元が確認された。

これは、金融監督院からの協力要請をうけた
警察庁サイバーテロ対応センターは
16日からメッセージ送信者に対する追跡などを通じて捜査に着手した。
捜査結果、最初にこのデマを流布した
容疑者はデザイン業界で働いているビョン（28）氏であることが分かった。
警察によると、15日の午前11時ごろ
ベトナム人の彼女から
「福島原発による放射能が午後4時にフィリピンに上陸するので
周囲の人たちに伝えてください」という内容のメッセージを受信したビョン氏は
「風向が変わり、早ければ午後4時に放射能が韓国に上陸する」と
内容を変えて7人の知人に伝えたという。
このメッセージはわずか1時間で
携帯電話の文字メッセージやインターネット掲示板
ツイッターなどを通じて急速に広がり
韓国では総合株価指数（ＫＯＳＰＩ指数）が一時的に暴落した。
警察の調査過程でビョン氏は
「放射能が日本から遠いフィリピンに到達するということを聞き
日本から近い韓国にも上陸するのは当然のことだと思った」と釈明した。
警察関係者は今回の事件について
「事実と確認されていない情報が伝播され、国民の不安を助長した」と述べ
ビョン氏に対し情報通信網利用促進及び
情報保護などに関する法律違反容疑で立件するという計画だという。
