首都圏機能麻痺
フィリピンのマニラ首都圏などで
豪雨と洪水による甚大な被害が出ている状況で
９日までの被災者は、２００万人近くにのぼり
首都機能はほぼ麻痺状態に陥っている。
フィリピン国家災害リスク削減管理委員会によると
ルソン中部、ビサヤ西部、カラバルソンなどの各地方で７３人が死亡
１９５万３千人以上が被災し、多数の家屋が損壊した。
８９市が大規模な洪水に襲われ、１５４本の道路、４つの橋が不通となっている。
被害はさらに拡大する見通しです。

マニラ首都圏では河川が氾濫し
スラム街など６割が水につかり、２５万人以上が避難所に身を寄せている。
学校や民間企業は休みとなり、土砂崩れも発生しています。
フィリピン政府は、軍や警察などから約９千人を動員し
災害対策基金として１億２６００万ペソ（約２億３７００万円）を充て
救助・救援に全力を挙げている状況です。

2012年1月～6月に報告された犯罪件数は80,520件で
前年同時期比17％減と発表した。
検挙率は34.17％だったという。

その後も湿った季節風が流れ込んでいる影響で
首都マニラのあるルソン島の各地で断続的に大雨が降り続いています。
フィリピンの気象庁によりますと
６日夜から７日にかけてもマニラや周辺の州で
１時間に３０ミリを超える強い雨が降っています。
マニラの北東部を流れるマリキナ川では一部で
川の水が堤防を越えて首都近郊の市街地に流れ込み
住宅や商店の１階が水につかるなどの被害が出ています。
フィリピン国家災害調整局によりますと
この大雨でルソン島の各地では増水した川に落ちたり
土砂崩れに巻き込まれたりして５３人が死亡し
現在も、およそ２７万人が地域の学校や体育館などに避難しているという。
また道路が、あふれた川の水や土砂崩れなどで
寸断されて孤立した地域もあり
軍や警察がトラックやゴムボートを出して
取り残された人たちの救助活動を続けています。
