まだウクライナに対するロシアの侵略戦争は継続中で、どのような結末になるのかも分からない中でのノーベル平和賞の話は唐突に聞こえるでしょうが、私はこれまでのゼレンスキー大統領の行動はそれだけで十分にノーベル平和賞に値すると思います。
人類は未曽有の第二次世界大戦の悲劇を教訓に国際連合を設立し、平和維持の新しい歩みを始めましたが、世界各地で銃声が止むことはありません。
これまでに内戦、民族・宗教・国境・イデオロギーをめぐる国家間の衝突、朝鮮戦争（1950－1953）、ベトナム戦争（1965－1975）、中米紛争（1970年代後半）、中東戦争（1948－1973）、など多くの軍事衝突がありましたが、これまでに主権国家を併合するための侵略戦争が起こったことはありませんでした。
２０１４年にはロシアがウクライナのクリミア半島を併合し、東部のドンバス地方をも併合すべく傀儡政権を作り、それに抵抗するウクライナとの間で限定的な武力衝突が続いてきましたが、ロシアの正規軍による侵略戦争までには至っていませんでした。
このように今回のロシアによるウクライナへの一方的な侵略戦争は第二次世界大戦後、世界各地で起こってきた多くの争いの中で初めて起こった主権国家に対する侵略戦争であり由々しき事態です。
ロシアがウクライナとの国境地帯に配置した大規模な軍隊がウクライナに侵攻を開始したとの報道に接したとき、世界中が絶望感に襲われました。
圧倒的な軍事力の差、あの強大な軍隊に攻められたらウクライナはひとたまりもなく、数日のうちに全土が占領されてしまうだろう。誰しもがそう思ったことでしょう。
何十キロにも及ぶ軍用トラックの車列、長い砲身を誇示しながらキャタピラーの音を轟かせて次から次と画面を通り過ぎていく戦車の列、飛行場が、空軍基地が、軍事施設が次々と攻撃を受け、北から、東から、南からウクライナ国内に押し入ったロシア軍の侵攻先を予測する地図を見せられた時、絶望感は益々現実のものとなっていきました。
そんな中、ウクライナのゼレンスキー大統領はSNSを使って戦況を世界に発信し始めました。ウクライナ各地で起こるロシアの攻撃、爆撃を受けて黒煙の上がる建物、攻撃から逃げ惑う国民、ケガを負った国民を救出する様子を映した動画を次々にSNSにアップしました。ロシア側が「攻撃は軍事関連施設に限定している」とする主張に対しては、それが欺瞞に満ちた発表であることを現地から破壊された映像と共に発信し、ロシアによる非道な攻撃でウクライナが破壊されてゆく状況を世界中に訴えました。
このゼレンスキー大統領の行動によってロシアに対する非難の声が世界中で高まりました。
これほど世界の意思が一つになったことは人類の歴史上なかったことだと思います。
それは何らの非もない主権国家に対して何らの正当性も権利もなく一方的に攻め入って自国の領土にしようとするロシアの暴挙を絶対に許してはならない、前例を作ってはならないという強い思いの表れです。
今回のゼレンスキー大統領のSNSを使った世界への訴えがなかったならば、ロシアの侵略戦争は早期に達成され、既成の事実を積み上げて粛々と併合を進めていたことでしょう。
さらにこの侵略戦争で再認識されたことがあります。それは核使用の可能性です。
ロシアはNATOが戦闘機の供与も含めて軍事介入すれば核の使用も辞さないと言っています。
イギリスやフランスも核を保有していますが、ロシアは意に介していません。核戦争になれば核の数で圧倒するロシアの攻撃によってイギリスやフランスはおろかヨーロッパ全土が廃墟と化してしまうからです。
NATOはそのことが分かっているのでロシアの蛮行に対して手が出せません。
これまで核は戦争の抑止になると言われてきました。
しかしその論理がロシアのような大量に核を保有する国に対しては通用しないということが明らかとなりました。
ロシアが核の威力を小さくし場所を限定して使用する可能性について報道されていますが、そうなれば核使用のハードルを下げることになります。
今核を所有している国はおろか所有していない国までもが小型の核を所有し始め、核使用の可能性は一気に高まります。
核の威力を小さくしても核は核であり、通常の爆弾とは根本的に違います。核を落とされた地域の悲劇は言うに及ばず、放射能は周辺地域にも拡がって人体を汚染し、あらゆるものを汚染して何十年にも渡って立ち入ることのできない場所となってしまいます。
もはや核は戦争の抑止力足りえず、世界を破滅に導く最悪の兵器以外の何物でもありません。
今回の戦争を契機に、どうして核をなくしていくのか議論を始めなければなりません。
と同時に世界の安全保障に関して、国連における常任理事国の拒否権についても見直しが求められています。
このようにSNSという新しい武器を使って世界を動かし、武力だけが力の全てではないことを証明し、世界の戦争と平和について改めて考えさせる機会を与えてくれた今回のゼレンスキー大統領の行動はノーベル平和賞に値すると思います。
最後になりましたが、ウクライナ国民の皆様の戦いが成功裏に終結することを願っています。
Nobel Peace Prize for Ukrainian President Zelensky
I know it sounds abrupt to talk about the Nobel Peace Prize while the Russian war of aggression against Ukraine is still ongoing and we don't even know how it will end, but I think President Zelensky's actions so far are enough to deserve the Nobel Peace Prize on their own.
Although mankind learned the lessons of the unprecedented tragedy of World War II and established the United Nations and began a new course of peacekeeping, conflicts have continued to recur in various parts of the world since then.
There have been civil wars, clashes between nations over ethnic, religious, border, and ideological issues, the Korean War (1950-1953), the Vietnam War (1965-1975), the Central American conflict (late 1970s), the Middle East War (1948 -1973), and many other military conflicts, but never before has there been a war of aggression to annex a sovereign nation.
However, in 2014, Russia annexed the Crimean Peninsula in Ukraine, and there has been an ongoing conflict with Russia, which is planning to annex the eastern Donbass region as well. And now, finally, Russia has launched an invasion to annex Ukraine.
Thus, this unilateral war of aggression by Russia against Ukraine is the first war of aggression against a sovereign nation among the many conflicts that have occurred in various parts of the world since World War II, and it is a serious situation.
The world was struck with a sense of despair when it was reported that Russia had launched an invasion of Ukraine with a massive military force deployed in the border region with Ukraine.
The difference in military power was overwhelming, and if Ukraine were to be attacked by such a powerful army, the entire country would be occupied within a few days. Everyone must have thought so.
The sense of despair became more and more real as images of dozens of kilometers of military trucks, tanks passing by one after another, and airfields, air bases, and military installations being attacked one after another were shown on the screen.
In the midst of all this, Ukrainian President Zelensky began using social networking sites to broadcast the war situation to the world. He uploaded to social networking sites one after another images of bombed buildings with black smoke rising from them, citizens fleeing from the attacks, and injured citizens being rescued.
In response to the Russian claim that the attacks were limited to military-related facilities, he sent out images from the region to prove that this was a deceptive statement, and appealed to the world about the situation in Ukraine, which was being destroyed by Russia's atrocious attacks.
This action by President Zelensky has led to a worldwide outcry of condemnation of Russia.
Never before in human history has the will of the world been so united.
It is an expression of the strong will of the world that Russia must never be allowed to launch a war of aggression to claim Ukraine as its own territory, despite the fact that it has no legitimacy or right to do so.
If it were not for President Zelensky's appeal to the world through social networking sites, the war of aggression by Russia would have been accomplished at an early stage, and the annexation of Ukraine would have been steadily advanced by building up the established facts.
Furthermore, this war of aggression reaffirmed something else. It was the possibility of using nuclear weapons.
Russia has said that it will not hesitate to use nuclear weapons if NATO intervenes militarily.
The United Kingdom and France also possess nuclear weapons, but Russia does not care. This is because Russia is confident that in the event of a nuclear war, Russia, with its overwhelming number of nuclear weapons, would lay waste not only to the United Kingdom and France, but also to the whole of Europe.
NATO knows this and is therefore unable to do anything about Russia's barbaric actions.
It has been said that nuclear weapons are a deterrent to war.
However, it has become clear that this logic will not work against a country like Russia, which possesses a large number of nuclear weapons.
It has been reported that Russia may use nuclear weapons with reduced power in limited locations.
This lower the hurdle for nuclear use.
Countries that now possess nuclear weapons, and even those that do not, will begin to possess smaller nuclear weapons, and the possibility of nuclear use will increase dramatically.
Even if the power of a nuclear weapon is reduced, it is still a nuclear weapon and fundamentally different from a conventional bomb. Not to mention the tragedy of the area where the nuke was dropped, the radiation would spread to the surrounding areas, contaminating the human body, contaminating everything, and making the area inaccessible for decades to come.
Nuclear weapons are no longer a deterrent to war, but are nothing more than the worst weapons that can lead the world to ruin.
We must use this war as an opportunity to begin discussing how we can eliminate nuclear weapons.
At the same time, the veto power of the permanent members of the UN Security Council needs to be reviewed.
I believe that President Zelensky deserves the Nobel Peace Prize for his actions this time for using the new weapon of social networking to move the world, for proving that force is not all that is necessary, and for giving us an opportunity to rethink war and peace in the world.
I hope that the battle of the Ukrainian people against Russia will end in success.
