Unlike traditional cigarettes, where nicotine is inhaled as the tobacco burns, e-cigarettes utilize a smoke-free process commonly referred to as "vaping." The popularity of vaping has skyrocketed in recent years, and many users are choosing e-cigarettes as a way to quit smoking. According to the Centers for Disease Control and Prevention (CDC), use of the devices among middle and high school students doubled from 2011 to 2012, and adult use quadrupled between 2009 and 2010. E-cigarettes that are not marketed for therapeutic purposes are currently not regulated by the FDA, although the agency has announced it plans to include the devices its jurisdiction over tobacco products in the near future.

Proponents of e-cigarettes tout the devices as an attractive alternative, since the smoke-free process cuts out many of the toxins and the odor associated with smoking a traditional cigarette. They also note that because e-cigarettes are reusable, they are less expensive; offer a wide variety of flavors; and are permitted in areas where traditional cigarettes have been banned.

A quick trip through the parking lots of area high schools will reveal that many of those there have the electronic cigarette devices on a chain or holder around their necks or in their hands. But parents who purchase the devices for their teens or businesses that sell the devices to minors, are breaking the law. Coffee County District Attorney Mickey Layne said state law is very plain about the sell of nicotine devices to teenagers."It is unlawful for any person to sell or distribute any electronic cigarettes to another person who has not attained their 18th birthday or to purchase an electronic cigarette on behalf of such a person," the state law reads.

The coalition is preparing free resources to the tobacco and alcohol retailers. Among these resources are a 2014 tobacco/alcohol age of sale calendar, an identification checking guide to assist business owners and their employees to identify correct out-of-state and some international identifications, a State of Tennessee vendor guide on how to be responsible vendors and prevent inhalant abuse education tip sheet.
