さて今回は、東京学芸大学附属国際中等教育学校の、２０２４年度帰国子女枠入試A方式の英語エッセイテーマとディスカッションテーマについて、お伝えします。
２０２４年２月３日（土）に行われた内容です。

英語エッセイテーマ

More and more municipalities in Japan are forgoing renovating their aging public-school pools and are instead outsourcing swimming lessons to the private sector.
In 2020, the Shiki Municipal Government in Saitama Prefecture formulated a basic policy regarding swimming lessons. In principle, the city decided not to renovate pools that have reached the end of their useful life. It then entrusted lessons at all eight municipal elementary schools to Tokyo-based Konami Sports Co. in the 2022 academic year. The students travel by bus to the sports club and take classes in the indoor heated pool. One instructor is assigned to a group of 15 to 20 children, and swimming techniques are taught in accordance with government-set curriculum guidelines.
According to the municipal board of education, operating a renovated swimming pool would cost 5.36 million yen per school per year, including maintenance and management costs. On the other hand, the cost of outsourcing to the private sector, including bus transportation, was 5.25 million yen per school, about the same amount. Aside from the cost, outsourcing allows the children to improve their swimming ability under the guidance of highly specialized instructors, and also allows classes to be held without worrying about the weather.
Until now, swimming classes were held in June and July, but were often canceled due to concerns about the risk of heat stroke. An official of the Fujimino Municipal Government's school education division expressed hope that “indoor pools will allow for systematic classes from May to December, regardless of weather and temperature, as well as protecting the health of the children.”
Similar to the case described above, many schools around the world have begun to outsource some of their services and activities.
