日本語を直訳して、～は決まりましたとしましたが、
英語では～が選ばれましたという形で、東京が選ばれたを
先に持ってくる言い方が自然とのことです。

例えば、次のように使います。

そのかばんは値段が高いのですが、買うことに決めました。
I decided to buy the bag despite being it expensive.
I dediced to buy the bag its' being expensive.
