昨年夏、以下の議員が国防権限法の修正案である未確認異常現象開示法（UAPDA）を提出した： チャック・シューマー上院議員（ニューヨーク州選出、米上院院内総務）、マイク・ラウンズ上院議員（ノースカロライナ州選出、軍事委員会サイバーセキュリティ小委員会委員長）、マルコ・ルビオ上院議員（フロリダ州選出、情報委員会副委員長）、カーステン・ギリブランド上院議員（ニューヨーク州選出、軍事委員会新興脅威・能力小委員会委員長）、トッド・ヤング上院議員（インディアナ州選出）、マーティン・ハインリッヒ上院議員（ニューメキシコ州選出）である。
超党派のUAPDAは、国立公文書館内にUAP記録コレクションを設置し、即時開示を前提とするものであった。UAPDAはまた、9人の独立した「UAP記録審査委員会」を設置し、その下で政府が国家安全保障を危険にさらすことなく、UAP現象について「可能な限り」国民に公開する「管理された公開キャンペーン計画」を大統領に提示する義務を負うはずだった。
しかし残念なことに、昨秋、米下院で強力な勢力が結集し、UAP記録審査委員会と管理された情報公開キャンペーンの両方が廃止された。
2025会計年度国防権限法の審議が始まるにあたり、「UAP記録審査委員会 」と 「管理された情報公開キャンペーン計画 」を含む新しい改訂版UAPDAを盛り込むよう議会に求めてください。今すぐ議会に連絡を！

●Demand Congress Include the UAPDA in the NDAA
Last summer, the following lawmakers introduced the Unidentified Anomalous Phenomena Disclosure Act (UAPDA), an amendment to the National Defense Authorization Act: Senator Chuck Schumer (D-NY, U.S. Senate Majority Leader), Senator Mike Rounds (R-SD, Ranking Member of the Subcommittee on Cybersecurity for the Armed Services Committee), Senator Marco Rubio (R-FL, Vice Chairman of the Intelligence Committee), Senator Kirsten Gillibrand (D-NY, Chairwoman of the Subcommittee on Emerging Threats and Capabilities for the Armed Services Committee), Senator Todd Young (R-IN), and Senator Martin Heinrich (D-NM).
The extraordinary bipartisan UAPDA would have established a UAP Records Collection within the National Archives, with the presumption of immediate disclosure. The UAPDA would also have created a nine-person independent “UAP Records Review Board” with the duty to present to the President a “Controlled Disclosure Campaign Plan,” under which our government would have revealed to the public “as much as possible” about the UAP phenomenon without jeopardizing national security.
Unfortunately, powerful forces converged in the U.S. House of Representatives last fall to eliminate both the UAP Records Review Board and a controlled disclosure campaign.
As deliberations begin on the Fiscal Year 2025 National Defense Authorization Act, please call on Congress to include a new revised UAPDA, including the “UAP Records Review Board” and a “Controlled Disclosure Campaign Plan.” Contact Congress now!
