●AAROの時代：全領域異常解決オフィスが約束するUFOの解決方法

米国政府は1950年代以降、西の空を飛ぶ未確認飛行体の問題に取り組む際、歴史的に反異常の立場を堅持してきた。1948年に始まるプロジェクトソーサー（サイン）、グラッジ（1949年）、そしてブルーブック（1952年）という歴史的な取り組みは、オープンマインドな懐疑心から始まったものであった。
しかし、1969年までに、米国空軍（USAF）主催の結論は、合理的な懐疑論を独断的で閉鎖的な物語で終わらせた-何としても論破するために。1947年から1969年まで、3つのプログラムには合計12,618件の目撃情報が報告されたが、そのうち701件は「未確認」のままである。 これらの初期の取り組みは、空中の謎を確実に解決することに重点を置いているとされ、奇妙なことや興味深いことは何も起こっていないことを印象づけた。特に、米空軍は、データが容易に入手できない場合、そのデータが入手できたとしても、あまり興味深い結果をもたらさないという考えを押し通すことになる。

全領域異常解決オフィス(AARO)：
国防総省が「未確認飛行物体」（UFO）を調査していることが「先進航空宇宙脅威識別プログラム」（AATIP）によって明らかにされてからちょうど5年後に、宇宙規模の偶然を感じさせる招待制の国防総省（DOD）ラウンドテーブルが開催された。また、米空軍が1969年にプロジェクト・ブルーブックのUFO調査を終了すると発表した日から約53年後のことである。2017年12月16日、あのニューヨーク・タイムズの記事以来、『未確認航空現象』（UAP）を調査・理解するための様々な取り組みが行われていることが傾聴されるようになった。
例えば、AATIP（OUSDI）は2012年から2017年以降、ルイス・エリゾンド氏→ジェイ・ストラットン氏の下で運営され、ジェームズ・ラカツキー博士の下で運営されていた大規模なプログラムである「先進航空宇宙兵器システム応用プログラム」（AAWSAP）をより軍事向けにしたものであった。
その後、2017年から2022年までのUAP構想が登場し、すべてが変わりました。ルイス・エリゾンドとクリストファー・メロンが、本物の異常なテクノロジーとインテリジェンスを暴露するために、歴史的な動きで議会にたどり着いたのです。彼らの狙いは、議会の公式な監視でした。
AATIPとAAWSAPは、議会の圧力と立法による調査要請を受け、2020年に「未確認航空現象タスクフォース」（UAPTF）に引き継がれた。UAPTFは2021年に国家情報長官室を通じて議会にUAP報告書を作成し、144件のうち143件が「未確認」であることを明らかにした。
「空中物体識別管理同期グループ」（AOIMSG）は、2021年に設立された心理作戦とされるが、激しい批判を受けてすぐに不調となり、軌道に乗ることはなかった。同様に、2023年度の情報機関承認法における「未確認航空宇宙海底現象」の項目には、「未確認航空宇宙海底現象共同プログラムオフィス」（UAPJPO）が提案されていたが、これも機能的なものに具体化することはなかった。
こうして、2022年夏に国防総省が設立した「全領域異常解決局」（AARO）に至り、正式に未確認異常現象を調査することになった。上下両院で可決された議会法案に従い、ほぼ即座にDoDは動き出した。UAPの報告書は、2022年末までに提出されるようだ。
UAPをめぐるラウンドテーブル：
国防次官（情報・安全保障）」（USD(I&S)）のトップ-ロナルド・モールトリー氏と全領域異常解決局（AARO）のトップ-ショーン・カークパトリック博士が、2022年12月16日（金）にメディア関係者とUAPに関するラウンドテーブルを行った。そしてもちろん、スーザン・ゴフが司会を務めた。彼女は国防プレスオペレーションとしての口利きで悪名高く、またAATIP、AAWSAP、Lue Elizondoについてあまり正確ではない情報を提供することで歴史的に知られている。GoughがUAPのフォーラムで司会をするのは、子供の誕生日会で死神に司会をさせるようなものだと主張する人もいました。しかし、それは死神には酷な話かもしれない。
ロナルド・モールトリー国防次官（USD(S&I)：
ロナルド・モールトリー次官は、座談会の冒頭で、未確認航空現象（Unidentified Aerial Phenomena）に代わって、未確認異常現象（Unidentified Anomalous Phenomena）が登場し、「この新しい用語は、潜水物体や中層を通過する物体も含めてUAPの範囲を拡大する」と即座に明言しました。さらに、未確認現象は「空、地、海、宇宙などあらゆる領域で発生し、人員や業務の安全を脅かす可能性があり、緊急に対処する必要がある」と説明した。
2022年5月のUAP公聴会に出席したモールトリー次官は、USD（S&I）がUAPがもたらす課題に取り組むことを議会指導者に強調する一方で、MalmstromUFO事件のような歴史的なUFO事例について状況認識を示していなかったことが思い出される。
このような批判にもかかわらず、モールトリー次官はメディア懇談会で、国防総省がいかに米国民のUAPへの関心を真剣に受け止め、米国民に対する公開性と説明責任の原則に完全にコミットしているかを話した。モールトリー次官は、「我々は、未確認の異常現象の報告を文書化し、分析し、可能な場合は解決するための省庁間の取り組みを主導するという重要かつ困難な使命を担っている」と述べた。
ショーン・カークパトリック（AARO所長）：
新たに全領域異常解決局の局長に信任されたのは、長いプロセスを経て2022年夏にショーン・カークパトリック博士であることが明らかにされた。 座談会では、カークパトリック博士がAAROとその今後の計画について、非常に興味深い指摘を行った。AAROは、「これらの物体の特性、理解、属性をより良くするための集中的な取り組みを主導しており、最高の科学的・分析的基準を採用している」と述べる前に、カークパトリックは、機密領域で活動する未確認物体がもたらす脅威の重要性を強調しました。

AARO所長 ショーン・カークパトリック博士：
このカークパトリック氏の発言は、今後数年間に予想されることを示す鍵である。カークパトリック局長は、AAROを通じ、自分たちはまだ始まったばかりだと強調した。国家安全保障の枠内で、正真正銘の科学的な未確認現象の「解決」に向けた取り組みがこれから始まるのかもしれない。しかし、この透明性と国家安全保障という正反対の2つのイデオロギーは、UAPに関して意味のある進歩を遂げるためには、何らかの形で調和させる必要がある。
メインストリームメディアの報道：
ただし、ニューヨークタイムズのジャーナリスト、ジュリアン・バーンズは、一般的な「非人間的知性（NHI）」ではなく、悪名高い「宇宙エイリアン」という用語を用いて、UAPに汚名を着せようとしているように見受けられた。
AP通信のタラ・コップは、UAP報告の増加について質問し、それに対する答えは、数百の範囲内で大幅に増加しているとのことでした。
ここで、Moultrie氏は「...我々は、UAPを使ったトランスミディアム活動があったという兆候を見ていない」と示し、事態は腑に落ちない展開になった。
しかし、米国議会の法案では、異常現象の新しい定義として、トランスミディアムの乗り物／デバイスを挙げており、モールトリー次官も座談会の冒頭でそれを認めていたのである。そして、「The Debrief」のティム・マクミランが最初に報告した「ブラック・トライアングル」のリーク事件である。
2019年に大西洋から巨大な三角形が出現し、海軍のパイロットが目撃したと伝えられています。また、2019年に米西海岸で起きた有名な「オマハ球体」事件もあります。このケースでは、ジェレミー・コーベルによるリークビデオに、「水面下に消える」直径6フィートの球体が映っていると報告されている。
その「エイリアン」の疑問：
「エイリアン」という言葉の幼稚な使い方とは関係なく、「エイリアン」という疑問が持ち上がった。これこそが問題の核心であり、なぜUAPが一般の人々や歴史的な題材を知る人々にとってこれほど重要であるのか。UAPが「異質なもの」であるかと問われたとき、モールトリーとカークパトリックの答えはシンクロして「ノー」であった、少なくとも今のところ答えはノーである。
「私たちは、非常に徹底的で厳密な分析をするように構成しています。徹底的に調べます。物理学者として、私は科学的方法を遵守しなければなりませんし、そのデータと科学はどこまでも追っていきます」。
AAROのディレクター、ショーン・カークパトリック博士：
「現時点では、答えはノーです、何もありません...私は長官と話し、副長官ともこのこと（UAPの非人間的情報による説明）について話しました、公開性と客観性、そして我々が議会に対して約束した透明性について...もしそのようなものを見つけたら、我々はそれを見て分析し適切な措置を取ります".
USD(S&I)のトップ、ロバート・モートリー国防次官：
ポリティコ紙のブライアン・ベンダーは、トランスミディアム技術について質問したが、技術やすでに起こったリークについての質問には答えない、標準的な曖昧な答えが返ってきた。ベンダーの質問は、議会が調査を要求している1945年までさかのぼる歴史的事件についての重要な質問であった。
カークパトリック博士は、「それは、アーカイブを調べて時間をさかのぼっていく、かなりの研究プロジェクトになるだろう」と答えた。
Benderから、DoD/AAROが知らない歴史的遺産である区画プログラムについての質問が出され、Kirkpatrick博士は「それは意図の一部である、はい」と答えました。ライトパターソン空軍研究所は、その手始めかもしれません。

結論：
UAPコミュニティには長い不信の記憶がある。国防総省と透明性の歴史は、必ずしも私たちに希望を与えるものではない。難読化、過失、妥当な否認という主張が、有意義な科学をもってUAP問題に取り組もうとしないMoultrie次官を取り囲んでいる。彼とカークパトリック博士は、徹底的な検証をすることなく「エイリアン」仮説を否定しようと躍起になっており、歴史的な事例に関する知識の欠如も明らかで、困ったものである。
次に、トランスミディアム・テクノロジーの問題を考えてみよう。なぜ、何の根拠もないトランスミディアムの定義をUAPに盛り込むのでしょうか？また、トランスミディアム・ビークルに関する様々なリーク情報が公開されていることを考えると。
AAROは確かに多くのことを約束しています。しかし、これまでの経緯から、これがオープンな情報開示の取り組みだと考えるのは甘いでしょう。科学に従うというディレクターの主張にもかかわらず、これは何も新しいことではなく、1940年代、50年代、60年代に遡り、非常に多くのプログラムを通じて何度も主張されてきたことなのだ。コミュニティが不信感を抱いているのは、それなりの理由があるのだ。AATIPとAAWSAPの両方が、ここ数年、嘘で塗り固められたものであることを考慮する必要があります。UAPTFは資金不足、人員不足、過小評価されていた。AOIMSGは意図的な心理作戦の茶番劇で、裏目に出た。その結果、AAROを残すことになったのです。
ですから、私たちコミュニティが、特に不正確な虚偽と思われるモーリー氏の言葉には懐疑的であり続ける理由がおわかりいただけるかもしれない。
●The age of AARO: How the All-domain Anomaly Resolution Office promises to resolve UFOs

The United States government has, since the 1950s, historically taken a firm anti-anomalous stance when it approached the issue of unidentified vehicles in the Western skies. The historical efforts that begin from 1948 with Project Saucer (Sign), Grudge (1949) and then Bluebook (1952), had started with open minded scepticism. However by 1969, the United States Airforce (USAF) sponsored conclusions had finished off rational scepticism with dogmatic closed-minded narratives – to debunk at all costs. From 1947 to 1969, a total of 12’618 sightings were reported to the three programs, of these 701 remain ‘Unidentified’. Those early efforts were claimed to be focused on resolving any aerial mysteries with certainty, imposing that nothing strange or interesting was occurring. In particular, the USAF would push the idea that any data which wasn’t readily available, would in all likelihood, reveal less interesting results – should that data be accessible.
The infamous Condon report, an academic study in the late 1960s, would eventually conclude that there was nothing to the entire phenomena of ‘Flying Discs’ and associated vehicles shaped un-aerodynamically that moved without discernible means of propulsion. And yet the sightings continued for decades, the same objects appearing and being reported by military personnel and civilians. Interestingly, the government was involved after the closure of Bluebook, and from 2007 onwards (that we know about) new official programs were established. As of 2022, there have been multiple programs to date that have investigated the phenomenon with varying effectiveness.
All-domain Anomaly Resolution Office (AARO)
With almost a sense of cosmic coincidence, a invite-only Department of Defense (DoD) roundtable occurred exactly five years to the day after the ‘Advanced Aerospace Threat Identification Program’ (AATIP) revelations that the Pentagon was investigating ‘Unidentified Flying Objects’ (UFOs). It was also almost fifty-three years to the day that the USAF announced it was ending Project Bluebook’s study of UFOs in 1969. Since the 16th of December, 2017 and that New York Times article, we have leaned that there have been various efforts to investigate and understand ‘Unidentified Anomalous Phenomena’ (UAP).
For example, AATIP (OUSDI) ran from 2012-2017 onwards under Luis Elizondo then Jay Stratton and was the more military focused version of the ‘Advanced Aerospace Weapons System Application Program‘ (AAWSAP) which was the larger program that ran under director Dr. James Lacatski.
Then came the UAP initiative from 2017-2022 and it changed everything. Luis Elizondo and Christopher Mellon reached Congress in a historic move to expose genuine anomalous technology and intelligences. Their aim was official Congressional oversight.
AATIP and AAWSAP were followed in 2020 by the ‘Unidentified Aerial Phenomena Task Force‘ (UAPTF) after Congressional pressure and legislation requested investigation. UAPTF produced a UAP report in 2021 through the Director of National Intelligence’s Office to Congress that showed 143 of the 144 cases were ‘Unidentified’.
The ‘Airborne Object Identification and Management Synchronization Group‘ (AOIMSG) was an alleged psychological operation established in 2021 which turned sour quickly and never got off the ground after heavy criticism. Equally, the proposed ‘Unidentified Aerospace-Undersea Phenomena’ section in the Fiscal Year 2023 Intelligence Authorization Act was accompanied by the proposed ‘Unidentified Aerospace Undersea Phenomena Joint Program Office’ (UAPJPO), which again, didn’t materialise into anything functional.
Thus, we arrive at the ‘All-domain Anomaly Resolution Office’ (AARO), established in summer 2022 by DoD and was to officially investigate Unidentified Anomalous Phenomena. Following Congressional legislation that was passed by the House and Senate, almost immediately, DoD started to move. The UAP report is apparently due before the end of 2022.
The Roundtable on UAP
The head of ‘Under Secretary for Defense (Intelligence and Security)’ (USD(I&S) – Mr. Ronald Moultrie and the head of the All-domain Anomaly Resolution Office (AARO) – Dr. Sean Kirkpatrick spoke with media outlet Friday, 16th of December, 2022, in a roundtable discussion about UAP. And of course, Susan Gough was there moderating – who was infamously known for her mouthpiece role as Defense Press Operations and also historically known for providing less than accurate information about AATIP, AAWSAP and Lue Elizondo. Some argued that having Gough moderate a forum on UAP is akin to having the Grim Reaper moderate a children’ birthday party. Although maybe that is being harsh on the Grim Reaper.
Robert Moultrie USD(S&I)
Mr. Ronald Moultrie opened the roundtable by instantly making it clear that Unidentified Anomalous Phenomena had now replaced Unidentified Aerial Phenomena, and that “this new terminology expands the scope of UAP to include submerged and trans-medium objects”. Moultrie went on to explain that unidentified phenomena was operating “in all domains, whether in the air, ground, sea or space, pose potential threats to personnel security and operations security, and they require our urgent attention”.
We can recall that Mr. Moultrie was at the May 2022 UAP hearing and was stressing to Congressional leaders that USD (S&I) was committed to addressing the challenges posed by UAP – whilst at the same time showing no situational awareness about some of the more historical UFO cases such as the Malmstrom UFO incident.
Despite this criticism, Moultrie spoke in the media roundtable about how the DoD was taking American public’s interest in UAP seriously, and were fully committed to the principles of openness and accountability to the American people. Mr. Moultrie stated that, “we have an important and yet challenging mission to lead an interagency effort to document collect, analyse, and when possible, resolve reports of unidentified anomalous phenomena”.
Sean Kirkpatrick (Director of AARO)
The newly credited director of the All-domain Anomaly Resolution Office was revealed to be Dr. Sean Kirkpatrick in the summer of 2022 following a long drawn out process. During the roundtable, Dr. Kirkpatrick made some very interesting points regarding AARO and what their plans were going forward. Kirkpatrick emphasised the threat significance posed by unidentified objects operating in sensitive domains before stating that “AARO is leading a focused effort to better characterize, understand and attribute these objects and is employing the highest scientific and analytic standards”.
Dr. Kirkpatrick stated that the aim of AARO is to apply the highest standards of scientific and analytical assessment. AARO has now transferred data and responsibilities from the previous Navy-led UAPTF and disestablished it. AARO has partnered with the intelligence community, the Department of Energy (DoE), the National Aeronautics and Space Administration (NASA), the Federal Aviation Administration (FAA), the National Oceanic and Atmospheric Administration (NOAA) to share information about UAP. AARO are also engaging with a wide range of select partners from across academia, industry and the scientific community, as well as our allies and partners.
AARO was claimed to have reduced the stigma associated with UAP and recognised there is more work to be done in that regard, to allow military reporting to work as it should and allow servicemen and women to come forward. AARO is executing a thorough science and technology plan that safeguards the “controlled calibration of sensors, patterns of life, and signature characterization development”. Kirkpatrick stated that these improvements in reporting collection and analysis will result in more factual data, which in theory will help build a more complete picture and support the resolution of unidentified anomalous phenomena.
“Our team knows that the public interest in UAP is high. We are developing a plan to provide regular updates and progress reporting to the public on our work. While we’re committed to declassifying and sharing information related to UAP to the greatest extent possible, we must, of course, balance the desire for transparency with the need to protect classified information, sources and methods in the interest of national security”.

Arguably, the above statement from Kirkpatrick is the key to what might be expected over the coming years. Through AARO, the director Kirkpatrick stressed they were just getting started. We might now see a genuine scientific effort to ‘resolve’ Unidentified Anomalous Phenomena within the boundaries of national security. However, these two directly opposing ideologies of transparency and national security must be somehow reconciled if any meaningful progress is to be made on UAP.
Mainstream Media coverage
The mainstream media that were invited to the roundtable to ask questions, made some very good inquiries and observations – with the exception of New York Times journalist Julian Barnes – who was seemingly trying to stigmatise UAP by using the infamously derogatory ‘Space-Aliens’ terminology, rather than the accepted ‘non-human intelligence’ (NHI).
Tara Copp with the AP asked about any increase in UAP reports, to which the answer was a significant increase within the hundreds, before she asked about cross-domain technology.
This is where things started to not make sense, as Moultrie indicated that “… we have not seen any indications that there have been trans-medium activities with UAPs”.
However, within the Congressional legislation and there under the new definition for anomalous phenomena was transmedium vehicle/devices, which Moultrie even acknowledged at the start of the roundtable talk itself. Then we have the leaked cases of the ‘Black Triangle’ which was first reported on my Tim McMillan of The Debrief. A hugely massive triangle reportedly emerged from the Atlantic ocean in 2019 and was witnessed by Navy Pilots. Also, we have the famous ‘Omaha Sphere’ case from 2019 on the West Coast of America. In this case a leaked video by Jeremy Corbell shows a reported 6ft diameter sphere that ‘disappears below the surface of the water’.
That ‘Space-Alien’ question
Regardless of the childish use of the ‘Space-Alien’ term – the ‘alien’ question was brought up. This is the entire crux of the matter and why UAP holds such importance for the public and for those who know the historical subject matter. Asked whether UAP represented something ‘alien’ the answers came as a synchronised ‘no’ from both Moultrie and Kirkpatrick, or at least for now the answer is no.
“… we are structuring our analysis to be very thorough and rigorous. We will go through it all. And as a physicist, I have to adhere to the scientific method, and I will follow that data and science wherever it goes”.

“At this time, the answer’s no, we have nothing …I talked with the Secretary and I talked with the Deputy Secretary about this (the non-human intelligence explanation for UAP), about openness and objectivity, and transparency that we have committed to — to the Congress… if we find something like that, we will look at it and analyse it and take the appropriate actions”.

Bryan Bender, of the Politico, asked about transmedium technology and got a standardly vague answer which didn’t answer the question about the technology or the leaks which had already occurred. Bender than asked an important question about the historical cases which Congress had requested be investigated that went back as far as 1945.
Dr. Kirkpatrick replied that “that is going to be quite a research project, if you will, into the archives and going backwards in time”.
The question by Bender was raised about historical legacy compartmentalized programs that DoD/AARO didn’t know about, to which Dr. Kirkpatrick answered, “that is part of the intention, yes”. Wright-Patterson USAF research labs might be a start?
Our friend and colleague Christopher Sharpe, of the Daily Mail and Liberation Times, asked if they had detected UAP demonstrating technology which they were unable to explain, to which Dr. Kirkpatrick replied, “there are things that appear to demonstrate interesting flight dynamics that we are fully investigating and researching right now”.
So yes, was the answer, although Mr. Moultrie was very quick to ensure Dr. Kirkpatrick mentioned illusions and sensory phenomena as other possibilities.
Christopher Sharpe asked another important question about UAP being detected in space, to which Moultrie said such information would impact sources and methods – basically meaning the answer was classified. Again, classifying UAP information is in direct opposition to open transparent science.
Conclusions
The UAP community has a long distrustful memory. The history of the DoD and transparency is not exactly one which instills us with hope. Claims of obfuscation, negligence and plausible deniability surround Mr. Moultrie’s reluctance to address the UAP issue with any meaningful science. His and Dr. Kirkpatrick’s eagerness to dismiss the ‘alien’ hypothesis without thorough examination is troubling, as is their apparent lack of knowledge on historical cases. Then consider the transmedium technology issue which certainly needs addressing. Why incorporate a transmedium definition under UAP for which you seemingly have no evidence? And given that there are various leaks in the public domain around transmedium vehicles.
AARO certainly promises much. But we would be naive to believe that this is an open disclosure effort, given the history. Despite the director’s claim that they will follow the science, this is nothing new – a claim made so many times, through so many programs, stemming back to the 1940s, 50s and 60s. The community has distrust and for good reason – Project Bluebook was ended via the Condon report whitewash. We should consider that both AATIP and AAWSAP have been lied about in recent years. The UAPTF was underfunded, understaffed and undervalued. AOIMSG was an intentional psychological operation farce that backfired. And consequently this leaves AARO.
So you might see why we in the community remain sceptical of Mr. Moultrie’s words, particularly when they hold perceived inaccurate falsehoods.
