NY Sen. Gillibrand’s amendment on UFO investigations gains momentum

LAS VEGAS (MYSTERYWIRE) — A U.S. senator has proposed a brand new program to investigate UFO incidents but Senator Kirsten Gillibrand intends to go way beyond identifying unknown lights in the sky.

The proposal in Congress is one of several high-profile events in recent weeks focusing on whether we are alone in the universe.
Back in June, a blockbuster report from the Office of the Director of National Intelligence stunned Washington by acknowledging 144 incidents since 2004 where the U.S. military encountered unknown aircraft. And of those 144 incidents, 143 remain unidentified.

Days ago, the Director of National Intelligence appeared onstage in a discussion of our future in space and told the audience that we cannot rule out the possibility that some UFOs could be of extraterrestrial origin. And in Congress, which is already considering a new and permanent UFO investigation, the U.S. senator from New York has proposed something even more ambitious, a study of how close encounter cases affect human health. “I look at it as super positive. I don’t want to look to the government for all the answers because the government has historically kept us from a lot of these answers, So I can’t get 100% excited about the government doing it. But I think what it does is it kind of unleashes some other powers that are out there but, my first reaction very, very positive. Thinking it’s about damn time,” said author and screenwriter Bryce Zabel.

11月4日、2022年度国防権限法（NOAA、H.R.4350）の修正案の可能性として、 Kirsten GiHibr md上院議員（D-NY）が提出した、 「異常監視・解決局（ASRO）が計画、調整、報告に責任を持つ一方で、修正案 は国防長官とDNIに、既存の「ライン組織」（軍や情報機関の主要部門）をUAP の「実地調査を行う」ように指定し、UAPの「事件や観測パターンに迅速に 対応するために必要な専門知識、装備、輸送、その他の資源を備えた十分な 人員を、指定された組織が確保する」ことを明示的に要求するものである。
さらに、ASROの責任者には、 推進力、空力制御、シグネチャー、構造、材料、 センサー、対策、武器、電子機器、発電などの分野を含む、既知の科学技術水 準を超える未確認航空現象の特性や性能を説明するための科学理論を、実行可 能な範囲で開発・試験し、そのような高度な特性や性能を再現するための将 来的な投資の基礎を提供するための「科学計画」を策定することを求める。
ま た、DNIと国防長官は、「指定されたライン組織が、適切なセキュリティクリア ランスを持つ連邦政府外の人物の特別な専門知識を活用する権限を持つことを保 証する」ことを要求している。

下院で可決された法案から引き継がれた報告項目には、「制限空域における未確認航空 現象の報告件数」、「1つ以上の敵対的外国政府に起因するUAP」の評価、「UAPの 追跡、理解、対処のための米国と同盟国およびパートナーとの調整に関する最新情報」 、UAP遭遇による「生命に関連するあらゆる影響の評価」、「UAPの捕獲または利用の ためのあらゆる努力に関する最新情報」が含まれている。
