１．A 参照A： 7月23日 私の家で夕食をとった後に
吉田氏、岡崎氏、そして アム・マーフィーと会談した。
わが政府が、緊急事態での軍隊の使用における指揮命令系統
の尊重を、日本当局が明瞭に理解していることが不可欠だと
する理由を、いくつか詳細に示した。
吉田氏は 即座に、緊急時には、単一の指揮が必要であること、
現下の状況では、それは米国によって為されるべきことを、
認めた。さらに、日本国民への生じえる政治的影響を考慮して
今のところ、この合意は秘密にしておくべきだと語り、
マーフィーと私は、このことに同意した。

1. A. Ref A. I met with Mr Yoshida, Mr Okazaki
and Am Murphy after dinner at my residence on the evening
of 23 July. I presented in some detail the reasons why my
gove considered it essential that there be a clear under-
standing with the Jap auths regarding comd relationship in
the emplyment of mil forces in the event of an emergency.
Mr Yoshida readily agreed that, in an emergency, a single
condr was essential and that, under current conditions,
he should be designated by the US. We further stated that,
for the present, such agreement should be kept secret, because
of the possible political impact on the Jap people. Murphy
and I concurred in that view.
B. Mr Yoshida further agreed that, to the
maximum feasible extent, the NPRJ should participate in the
planning for their employment and be trained in realistic
exercises appropriate for such emploment. He desired that
procedures nec to accomplish this objective be worked out
jointly. He stated he would designate the Jap reps to par-
ticipate in the joint planning. I designated Gen Mickey
as my rep who has subsequently discussed this matter with
Mr Okazaki. The Jap reps will be designated and given
guidance desired by the Jap auths by not later than 30 July.
Joint discussions will begin promptly thereafter.
2. Ref B. The subject of loan of frigates and
landing craft was also discussed at the meeting on 23 July
（lA above） I agreed that Amb Murphy should conduct the
negotiation of this agreement in company with my rep. Rear
Adm T C Ragan hat been designated as my rep and will par-
ticipate in all discussions.
3. Ref C. Mr Okazaki has stated to Gen Mickey
that the JG would like the issue of heavy equip to NPRJ to
begin during the Diet recess, shortly after 1 Aug. I con-
sider it essential that I be prepared to meet the desires of
DA IN 165421
