既に御存じかと思いますが、国際柔道連盟は12月13日に、2028年ロス五輪へ向けてのルール改正案を発表しました。
詳細はIJFホームページで紹介されている通りですが、主なところでは、有効の復活、足取りの一部解禁、ヘッドダイビングや組み手など細分化されしすぎてしまったペナルティの緩和といったところです。
注目されていた足取りの解禁は、全面解禁とはならず、これまでとそう大きく変わることはありませんでした。
立ち姿勢で相手のでん部（帯から下の太ももの上部）に触れることは指導対象となりませんが、直接足を掴んだり、引っ掛ける、触れると指導対象となります。
ペナルティの緩和については、分かりにくい反則があり過ぎたで、そのあたりが整理されて進められたところがあると思います。
私は10月にアブダビで行われたＩＪＦ技術会議と、今月12月にイスタンブールで行われた技術セミナーに出席しましたが、日本からの提案が採用されたものもあれば、採用されなかったものもあります。
いずれにせよ、今回の内容まだ決定ではありません。２月のGSパリに始まり、６月のブダペスト世界選手権を経た上で内容を精査して確定し、ロス五輪予選が始まる2026年から適用が開始されます。
私は柔道の魅力は技にあり、技で勝負を決するところに面白さがあり、多くの人を魅了すると思っています。
近年、IJFツアー大会では、指導を取り合う指導ゲーム的な要素が強い試合が増えたり、ルールが細分化されすぎて複雑化し、実際に試合をする選手にも、見ている人にとっても非常に難しく、分かりにくい面があった思います。
そういった面を少しでも変えていき、選手たちが技で勝負を決し、魅力的な柔道を発信できる環境を作っていくか。また、見ている方々にも楽しんでもらえるか。
ルール改正はこの観点のもとで行われていますが、今回の改正案はその方向性で進められていると思います。それが実際の試合でどのように運用されていくか。注視していきたいと思います。
Amendments to the Rules
As I am sure you already know on December 13th the International Judo Federation announced amendments to the rules ahead of the 2028 LA Olympics.
The changes published on the IJF Website are mainly around a return of yuko scores a partial lifting of the ban on leg grabs along with a relaxing of the overly complicated penalties around head diving and kumite.
The lifting the ban on leg grabs has received a lot of attention but is not in fact a complete lifting and not that different to the current rules.
From a standing position touching your opponent in the area below the belt and above the thigh is not something which will be disciplined however directly grabbing or hooking the leg is not allowed and athletes will be disciplined.
As far as the relaxing of the penalties is concerned there were simply so many rules which were hard to understand that whole area has in part been better organized and I would say that progress has been made.
I attended both the IJF technical meeting in Abu Dhabi and the technical meeting held this December in Istanbul.
I can report that some of the proposals from Japan were adopted and others were not.
Regardless a final decision has not yet been made. The changes will take effect starting at the Paris Grand Slam in February then after the World Championships in Budapest in June any the details will be scrutinized and finalized.
For me the appeal of judo is in the techniques and the enjoyment is in watching matches being won or lost based on techniques. I also believe that is what attracts so many people to the sport.
I think that in recent years on the IJF competition circuit there has been some difficulty in understanding the rules which have become too detailed and complex leading to more and more matches that have a strong element of game-playing to the rules during matches making it very difficult both for the athletes and the spectators.
I’d like to see even just a small change and build an environment to promote the appeal of judo where athletes can win matches based on technique and provide entertainment for the spectators.
The new amendments were set up with this in mind and I believe that they are heading in the right direction. I will be keeping a close eye on the situation to see how it will play out in actual competitions.
