このto beは省略可能ですので、上の英文を以下のように書くこともできます。
I consider him honest.
「彼は正直だと思う。」
consider (that) S+V
SがVだと思う
considerはthat節もとることができます。
また、このthatは省略可能です。
I consider (that) he is honest.

～することを考える
We consider going on a picnic.
「ピクニックに行こうかと考える。」
※このdoingをto beと置き換えてはダメです。
We consider to go on a picnic. (×)
consider 疑問詞 + to do
～かどうか考える
We must consider how to get there.
「どうやってそこへ行ったらよいか考えなければならない。」

We must consider how we should get there.

AをBと思う／考える／みなす
They considered this as the most important thing.

＝ They considered this to be the most important thing.
※このasを使った表現は避けたほうがいい表現だと言われているようですが、大学入試などでは出題されているので念のため。
