Both Japan and South Korea sit on the rotating committee this year, which consists of representatives from 21 state parties. Japan was aiming for a unanimous vote to register the complex as a World Heritage site.

LDOCE では "1 a unanimous decision, vote, agreement etc is one in which all the people involved agree", "2 agreeing completely about something" と定義されていました。
Cambridge Dictionary では "If a group of people are unanimous, they all agree about one particular matter or vote the same way, and if a decision or judgment is unanimous, it is formed or supported by everyone in a group" と定義されていました。
関連する形は Unanimously(全員一致で)です。」
(Lily)
