Asahi Weekly の 「 ON THE KEYBOARD 」というコーナーで、気になるワードを見つけたので調べていきたいと思います。

『ジーニアス英和辞典』では、「副 1 〔文修飾〕専門的に言うと、法の条項を厳格に適用すると. 2 技術〔専門〕的に、科学技術的に. || technically possible ［ difficult ］技術的に可能な［困難な］.」 書かれています。
LDOCE では、 “ 1 according to the exact details of a rule or law 2 [+adj/adverb] concerning the special skills that are needed to play music, do a sport etc 3 concerning the way machines a used to do work 4 → technically possible/difficult/feasible etc ” と定義されています。
Cambridge Dictionary によると、 “ according to an exact understanding of rules, facts, etc. in a way that relates to the knowledge, machines, or methods used in science and industry: ” と定義されています。
Asahi Weekly では、「正確には、厳密に言うと」と訳されています。
今回なぜ techically というワードを取り上げたかというと、辞書での定義とつかわれ方に幅があるからです。直訳でみると、 “法を適用すると” や “技術的に” というやくになってしまいます。しかし、意訳として “厳密にいえば”などといった使い方で用いられることもあるそうです。どういう意味なのかを話の脈略から読み取る必要がありますね。（est）
