注目したのは、reiterate /riítərèit/ です。接頭辞re-がついているため、「反復」を意味する単語であると推測しました。
『ジーニアス英和辞典』(第五版、大修館書店)では「｟正式｠〈命令・嘆願など〉を何度も繰り返して言う[する]；[SV that 節]…と何度も繰り返していう；[直接話法で]「…」と何度も繰り返していう.」と定義されていました。
さらにLDOCEでは“to repeat a statement or opinion in order to make your meaning as clear as possible”と載っていました。
語源をOxford Living Dictionariesでみると“Late Middle English (in the sense ‘do an action repeatedly’): from Latin reiterat- ‘gone over again’, from the verb reiterare, from re- ‘again’ + iterare ‘do a second time’.”とありました。
接頭辞から違いがわかりそうですが、reiterateとiterateの違いを確認するとiterateは英英で“to say or do something again”と定義されていたため、iterateを強調した意味であることがわかりました。
補足ですが、reiterateの同義語はrestateで、repeatをフォーマルにした単語です。(star)
