on the radar を取り上げます。直訳すると「レーダーの上」となりますが、そのような意味ではありません。

『ジーニアス英和辞典』第４版には the radar で「注目の的」とありました。また under the radar は「レーダーに探知できない低空飛行」が転じて「（人に）気づかれずに、人知れず」という意味になります（『ウィズダム英和辞典』）。

Cambridge Dictionary は “if someone or something is on your radar, you are/are not aware of them or have/have not thought about them” と定義しています。

つまり本文では「認識内にある、重要になる」という意味になります。余談でありますが radar は radio detecting and ranging のそれぞれの頭文字をつなげ成り立っている単語です。 (amphibian)
