A-6～A-9は国際文書の規定に関する問題です。解き方は海上無線通信士の場合と同じで、基本的には「○○は▽▽する」「○○は××である」の塊を探していきます。
この問題の解き方の流れは↓のようになります。正確な訳は必要ありません。

Step1. 設問と解答を解析する
まずは設問を区切っていきます。

defined by the above provision?
provisionは「条項・規定」という意味です。
3番目の塊はちゃんと解釈しようとすると過去分詞で接続される動名詞で、「the requirement that is defined by the above provision」という意味に近いのですが、ざっくり大意を理解するのに主語と動詞だけを訳すと「どれが（どの選択肢が）要求事項を満足するか？」という意味になります。
では、1を短く切っていきましょう。「○○は▽▽する（される）」は一塊で切っていいと思います。

under ●● circumstancesは「●●の環境下で」という意味になります。この場合、「いかなる環境において」となります。
また、航空局(aeronautical stations)と航空機局(aircraft stations)が紛らわしいですね。
（余談：under no circumstances という、あとの文章を否定する表現で使われることが多いです）

これらの塊をつなげていきます。正確に訳さなくても、「航空局と航空機局の両方が、絶対にログを維持しなければならない」というニュアンスをくみ取れればOKです。

Neither A nor Bで、「AもBも～ない（後続の文を否定）」という意味になります。

これらの塊をつなげていきます。正確に訳さなくても、「手書きのログは必ずしも必要ないけど、航空局は自動ログは保存しなきゃいけない」というニュアンスをくみ取れればOKです。
