1. Japan's decision to deploy "offensive weapons"
Japan's Kishida administration determined that Japan would deploy "offensive weapons" to attack neighboring countries and that Japan would begin with procuring from the US Tomahawk cruise missiles as such offensive weapons. [1]


Although the Japanese government didn't mention explicitly, it is obvious that Japan regard China, Russia and North Korea as potential enemies. When the Kishida administration formally made the above decision, the US President, Secretary of State and National Security Advisor most highly praised it. [2]
The US wants to disturb and destroy China as expeditiously as possible because China will soon overwhelm the US in every aspect ranging from economy and technology to military power. So, the US wants to use Japan as its proxy to attack China just like the US is using Ukraine as its proxy to attack Russia.
And, Japan is notorious for its historical records that it always manipulates false-flag incidents like Mukden Incident of 1931 and Marco Polo Bridge Incident of 1937 and make a surprise attack to other countries.
Japanese politicians are under the total control of the US because they are under 24/7 surveillance of CIA and NSA. Once regarded as a nuisance, such a politician can be eliminated politically by a scandal or physically by an assassination.
Thus, it is quite likely that, as soon as Japan procure the first batch of Tomahawk missiles, Japan would use them against China immediately.
2. China and Russia's joint ultimatum against Japan
Under such circumstances and historical backgrounds, China and Russia should have "zero-tolerance" against Japan.


When Japan starts procurement of Tomahawk missiles, China and Russia should send a joint ultimatum to Japan, telling that China and Russia regard the procurement as an initiation of hostile military activities against them and therefore will attack Japan unless Japan declares that it would become a neutral state and withdraw from the US-Japan Mutual Security Treaty so that the US military will have to withdraw from Japan.
At the same time, China and Russia can tell Japan that SCO (Shanghai Cooperation Organization) would provide security guarantee to Japan if Japan declares that it would become a neutral state and withdraw from the US-Japan Security Pact so that the US military will have to withdraw from Japan.

China and Russia can give Japan a week to answer the ultimatum. Take it or leave it. If Japan does not accept the conditions that Japan declares that it would become a neutral state and withdraw from the US-Japan Security Pact so that the US military will have to withdraw from Japan, China and Russia should start attack accordingly.
China and Russia can interpret their ultimatum against Japan as a defensive action provided in the article 51 of the UN Charter, given the swift and destructive capability of precision missiles and because of Japan's historical malicious backgrounds and its obedient nature to the US.
In last December, Russian President Vladimir Putin expressed his regret that he should have started the special military operation against Ukraine earlier. He had believed in the sincerity of the West's politicians such as German Chancellor Angela Merkel and had accepted so-called the Minsk Agreement. But, Merkel herself later revealed that the Minsk Agreement had been made only for the purpose of buying time for arming Ukraine. So, it was a cheating. [3]

Observing what happened in Europe, China must have learned a lesson that Japan should never be given a time to arm itself and that China should never trust Japan.
Even if China and Russia send the above mentioned joint ultimatum to Japan, the US will never intervene militarily. The last thing that the US wants to do is a direct military conflict against China and Russia because it can lead to a mutually destructive nuclear war. Above all, the US military bases in Japan are untenable against China and Russia's saturated ballistic and cruise missile attack.
Looking back the history, Japan was given so-called "Hull-note" in November 26, 1941, which was named for US Secretary of State Cordell Hull, demanding that Japan should withdraw its Imperial Army from China and from French Indochina. Japan did not accept the US proposal and instead made a surprise attack on Pearl Harbor on December 7, 1941, which resulted in Japan's war against the US and the defeat and total destruction of Japan in 1945.

I hope that, this time, Japan would not make a mistake again and that Japan would accept China and Russia's proposal. Otherwise, Japan would see a complete destruction and ruin of its homeland once again. In 1945, the US had only 2 atomic weapons. Now, China and Russia have thousands of ballistic missiles, lots of hypersonic missiles and thousands of nuclear warheads that can totally annihilate Japan many times.

Japan's history proved that Japan is a country that can never make a critical decision unless it is forced to do so by foreign powers. Thus, when Japan starts procurement of Tomahawk missiles, China and Russia should send a joint ultimatum to Japan, telling that China and Russia regard the procurement as an initiation of hostile military activities against them and therefore will attack Japan unless Japan declares that it would become a neutral state and withdraw from the US-Japan Mutual Security Treaty so that the US military will have to withdraw from Japan.
Ultimately, China and Russia's joint ultimatum will have saved millions of people's lives that could be perished on both sides if Japan uses Tomahawk missiles and starts a war against China. The Japanese people whose own politicians are so indecisive will be saved by the swift and decisive ultimatum of China and Russia, which will also help the peace and stability to be maintained in Asia.
