Almost every military expert agrees that the US can never overwhelm North Korea militarily. Even if the US military conducts its severest attack against North Korea including nuclear attack, North Korea's mobile nuclear ICBMs hidden deep in tunnels in its mountainous areas will be able to survive and be used to retaliate against the US.

Even a former deputy commander of U.S. Forces in Korea has publicly admitted that it is unlikely to "completely eliminate North Korea's nuclear capabilities." [1][2]





According to a US Congressional report, North Korea, with its nuclear ICBMs, can launch an EMP (Electromagnetic Pulse) attack against the US by detonating nuclear bombs at high altitude over the US. An EMP attack would destroy the US electric grid and electronic equipment. Then, US food production, storage and distribution systems would break down quickly. In one year, up to 90% of the population could perish from starvation, disease and societal collapse. [3]

In November, North Korea said it conducted an important ballistic missile test fire to verify the reliability of Special Functional Combat Department operations, paralyzing the enemy’s operational command system. South Korea experts suggest that North Korea must have tested with an electromagnetic pulse (EMP) warhead. [4]

In addition, there is no way for U.S. Forces in Korea to defend themselves against North Korea's missile attack with chemical and biological warheads. The US military forces in South Korea will be neutralized and US reinforcement forces from the US mainland would never be able to even disembark at disastrous South Korean harbors filled with panic-stricken refugees. [5]



The US should admit its military incapacity against North Korea. The only reason why the US wants to maintain confrontation with North Korea is that the tension allows the US to justify its military budget domestically and feeding money to the US military industrial complex. In the latest military exercise with South Korea, the US mobilized even such obsolete B-1B bomber aircraft which is of no use in a real combat.

From a purely military and objective viewpoint, if North Korea attacks, the US military forces will never be able to defend themselves, still less defend South Korea.


Under such circumstances, SCO (Shanghai Cooperation Organization) can provide its security guarantee to South Korea, which is “the” only and real security for South Korea instead of incompetent US military forces.



SCO, more specifically President Xi Jinping representing entire member states of SCO, can declare and make a proposal to the US and South Korea that SCO can provide security guarantee to South Korea in return for the US and South Korea’s (1) pledge that South Korea will become a neutral state to be a buffer state between SCO and the US and (2) acceptance that the US military will withdraw from the Korean Peninsula.



President Xi Jinping can directly appeal to the people of South Korea who, from the bottom of their hearts, wish to have the peaceful and stable Korean Peninsula.

At the same time, President Xi Jinping can indicate that China's Belt and Road Initiative will be fully extended to South Korea and North Korea if South Korea becomes a neutral state and the US military forces withdraws.


Prior to SCO’s making the above proposal, SCO can allow North Korea to become an observer state of SCO so that SCO’s solidarity and protection for North Korea can be seen explicitly. Here is the detail.



North Korea can not ignore the positions and voices of SCO member states especially China and Russia because China and Russia's support is the life line of North Korea. If China and Russia oppose North Korea’s attack against South Korea, North Korea will never attack. Thus, SCO’s security guarantee to South Korea is more effective and reliable than anything else.


China and SCO can ask and rally ASEAN and other Asian and African nations, South American nations, and Pacific Island nations to support its proposal. ASEAN and other Asian and African nations, South American nations, and Pacific Island nations will very much welcome the proposal as it will ensure the stability and peace of the East Asia.




Given its military incapacity, the US has no choice but to accept a peace treaty with North Korea and the withdrawal of its military forces. In exchange for the peace treaty and the withdrawal of US military forces, the gradual step-by-step process of denuclearization of North Korea and reunification of North and South Korea can start.





North Korea, offering its rich mineral resources as security, will be able to borrow billions of Chinese Yuans from international financial markets, which will enable North Korea to make an economic growth as rapid as that of China.

The Unified Korea will be directly connected to China's Belt and Road Initiative and prosper very much.

The reunification of North and South Korea will have an effect to create atmosphere and momentum for the reunification of China and Taiwan as well.


The old order of the West where military threat, destruction, covert operations of intelligence organizations, and exploitation have beeen normal should be over.

Instead, a new order where mutual respect, equality, and win-win relations are normal should replace and supersede the old order of the West. China has shown such a totally different world order is real and possible through Belt and Road Initiative and Global Development Initiative.

Asian and African nations, South American nations, and Pacific Island nations should join this historical task and work together with China to make the birth of this new world order.
