On December 18th 2014, the WTO Appellate Body circulated their report to member countries, in which they upheld the Panel's conclusion of July 14th 2014 that the US imposition of tariffs over Chinese solar panels was violating WTO rules.
In 2012, the United States had imposed expensive tariffs over Chinese solar panels, claiming that Chinese companies had been exporting solar panels to the United States with receiving financial support from Chinese "public bodies".
China had filled a complaint to WTO, saying that the US imposition of tariffs had been based upon misunderstanding of "public bodies" and that the tariffs had been violating WTO rules.
The WTO Appellate Body's conclusion of December 18th that upheld the Panel's conclusion is the WTO's final decision. The US government is required to follow it.
Personally, I hope that the WTO's decision would facilitate a trade negotiation which is currently going on to make a new WTO agreement for reducing tariffs on environmental goods.
Reduction of tariffs on environmental goods will ensure cheaper solar panels, cheaper wind turbines, and cheaper storage batteries in a market of each country, which will facilitate the spread of renewable energies very much.

【WTO、アメリカの中国製太陽電池パネルに対する報復関税を違法と判断】
12月18日、WTO (世界貿易機関) の上級委員会は、小委員会(下級審)の決定を維持し、アメリカが中国製太陽電池パネルに課した関税を、WTOのルールに反し違法とする判断を示しました。
2012年、アメリカは、中国の太陽電池メーカーが太陽電池パネルをアメリカへ輸出するに際し、中国の公的機関から財政的支援を受けているとして、中国製太陽電池パネルに高額の関税を賦課しました。
これに対し、中国は、アメリカの関税賦課は公的機関に関する誤った認識に基づくものであるとし、WTOに対し、関税賦課はWTOのルールに反するとの訴えを提起していました。
アメリカが中国製太陽電池パネルに課した関税を、WTOのルールに反し違法とする、今回のWTO上級委員会の決定は、WTOの最終決定になります。このため、アメリカ政府は、同決定に従う必要があります。
私は、個人的に、今回のWTOの決定が、現在WTOで行なわれている、環境機材に対する関税の削減交渉を促進するものと期待しています。
環境機材に対する関税が削減されれば、各国の市場で、より安価な太陽電池パネル、より安価な風力タービン、より安価な蓄電池が流通することとなり、再生可能エネルギーの普及が大幅に促進されます。
