Last week, I visited an office of Professor Emeritus of the University of Tokyo, Faculty of Law who had taught me in a seminar at the University of Tokyo, Faculty of Law.
His office is in the most prominent and prestigious international law firm in Japan where he is providing his expertise as an adviser.
His original specialty is international economic law. He is "the" authority of WTO law. And, he is very knowledgeable about renewable energies too.
I reported to him the latest situation of US renewable energy and climate change policies that I had learned from the staffs of Senator Edward Markey and Representative Henry Waxman when I had visited Washington, D.C. this summer.
In return, he kindly advised to me about a WTO trade negotiation which is currently going on to make a new WTO agreement for reducing tariffs on environmental goods.
The negotiation is being conducted by the United States and 13 other WTO members (Australia, Canada, China, Costa Rica, the European Union, Hong Kong, Japan, Korea, New Zealand, Norway, Singapore, Switzerland and Taiwan).
Reduction of tariffs on environmental goods will ensure cheaper solar panels, cheaper wind turbines, and cheaper storage batteries in a market of each country, which will facilitate the spread of renewable energies very much.
I hope that legislators of the above WTO member countries would work together so that the agreement would be reached soon.

教授のオフィスは、日本で最も著名な渉外弁護士事務所にあります。彼は、顧問として専門分野でのアドバイスを行なっています。
教授の専門分野は国際経済法です。彼は、WTO (世界貿易機関)法の世界的権威です。また、彼は再生可能エネルギーについても、とても詳しい知識をお持ちです。
私から教授に対し、再生可能エネルギーおよび気候変動に関する、アメリカの最新の政策動向をお伝えすることが出来ました。今夏ワシントンDCを訪れた際、エドワード・マーキー上院議員とヘンリー・ワックスマン下院議員のスタッフの方々から伺った内容です。
一方、教授からは、現在WTOで行なわれている、環境機材(ENVIRONMENTAL GOODS)に対する関税の削減交渉について、教えていただきました。交渉には、アメリカ、オーストラリア、カナダ、中国、コスタリカ、EU、香港、日本、韓国、ニュージーランド、ノルウェー、シンガポール、スイス、台湾が参加しているそうです。
環境機材に対する関税が削減されれば、各国の市場で、より安価な太陽電池パネル、より安価な風力タービン、より安価な蓄電池が流通することとなり、再生可能エネルギーの普及が大幅に促進されます。
各国間の議員交流を通じ、上記交渉が早期の合意に達することが期待されます。
