One of the legislative committees of Japan is now deliberating whether they should confirm an executive appointee for a chairman of the newly established executive committee on nuclear regulation.
During the publicly questioning session against the candidate of chairman, a member of the legislative committee asked whether the candidate thought that nuclear power could be controlled by human being.
Answering the question, the candidate whose background was nuclear furnace engineering said with confidence that he thought nuclear power could be under control.
However, I think that what the candidate had in his mind was mere technological and engineering arguments.
Let me bring in a little different point of view because tolerance for and expression of different points of view should be supported in a liberal democracy.
I think that, in Japan, nuclear power will never be under control. Why? Because Japan has no intelligence organization.
Whatever fail-safe arrangements and whatever safety measures be made from technological and engineering points of view, it is quite easy for foreign intelligence organizations or terrorist organizations to effect sabotage against nuclear power stations in Japan where there is no intelligence organization.
In Japan, there is no intelligence organization after the Second World War. Therefore, in Japan, there is no effective counter-espionage measures. In other words, Japan is off-guard.
In Japan, arguments of the safety of nuclear power have been made only from technological and engineering points of view. But, this is not enough. It is even misleading.
When you argue about the safety of nuclear power from political, military, and above all espionage points of view, it is obvious that nuclear power will never be under control in Japan.

たとえどんなに、技術的に二重三重のフェイルセーフや安全措置を施しても、海外の情報機関やテロ組織にすれば、情報機関のない日本で、破壊工作をすることはいとも簡単です。
第二次世界大戦以降、日本には、情報機関がありません。したがって、有効な防諜手段がありません。言い換えると、日本はノーガードです。
これまで、日本の原子力の安全性の議論は、技術的議論にのみ終始してきました。しかし、これは十分ではありません。それどころか、ミスリーディングですらあります。
政治的・軍事的・諜報的に考えれば、日本では原子力をコントロールすることは不可能です。
