東北地方太平洋沖地震により、東京電力所管の福島第一原子力発電所、そして数多くの火力発電所が損傷を受けました。このため、関東地域では電力の供給不足が生じ、計画停電が実施されています。今後、夏の需要期には、１０００万キロワットもの電力不足が生じることが予想されています。
東京電力は、火力発電所の修復と建設を行なうとしていますが、ガスタービンの製造を始め、火力発電所の修復・建設には、少なくとも数ヶ月～１年以上を要します。東電幹部も、「今夏、今冬だけでなく来夏まで綱渡りが続きそう。」とコメントしています。
これに対し、太陽電池は、各家庭用の屋根設置型であれ、産業用の大規模型であれ、設置工事も短期間で済み、設置したらすぐに発電を開始することが出来ます。さらに、電気が余ったら、売電し、他の家庭にどんどん電力を供給することも可能です。
ひとりひとりの行動が、大きな変化を生み出します。太陽電池の導入を検討していたご家庭においては、前倒しで導入することが考えられます。地域で協力して、太陽電池を導入することも考えられます。
今後必ず行なわれる計画停電をじっと待っているのでなく、積極的に行動を起こすことが大切と思われます。太陽電池を設置すれば、電力を自分でまかない、自分の運命を自分でコントロールすることが可能となります。
一方、政府および東日本の各自治体においては、電力の供給不足を埋めるため、各家庭用および産業用の太陽電池の設置を助成するとともに、国内太陽電池メーカーへの増産の指示、太陽電池パネルの東日本への優先供給を進めるべきと思われます。
さらに、海外からの太陽電池の緊急輸入、海外メーカーとの共同生産も進めるべきと思われます。

As a result of that, a significant shortage of electricity supply took place in the eastern part of Japan, and scheduled blackouts are now being implemented by TEPCO (Tokyo Electric Power Company). It is estimated that the electricity shortage during the coming summer would be as much as 10 giga watt.
Although TEPCO is planning to repair and construct thermal power plants, the works would take a long time. A TEPCO executive is concerned that the scheduled blackouts may last until the summer of 2012.
On the other hand, the installation of solar panels will take only a short time. And, solar panels will start generating electricity immediately after the installation. Excessive electricity can be sold to supply electricity to others.
Individual actions can make a big difference. Households who have been considering installations of solar panels are expected to do that expeditiously. Regional households can work together to facilitate an installation.
Instead of just waiting for the scheduled blackouts of the coming summer, taking swift actions of installing solar panels would be vital and decisive. Solar power enables people to control their own destiny.
Also, central and local governments are required to support installations of solar panels, provide instructions to solar companies for the increase of productions, and set a higher priority for supplies of solar panels to the eastern part of Japan.
Import of solar panels from overseas should be facilitated. And, cooperation of productions of solar panels between Japanese and foreign solar companies should be encouraged.
