原発再開の最低条件（１）・・・「多重防御」を守ること






枝野経産大臣が「100メートルの津波がきたら、日本中の原発はすべて爆発する」ということを記者会見で言いましたが、これはこれまでの原発の安全性を保証する考えかとはまったく違うものです。

原子力安全委員会は直ちにステートメントを発して、経産大臣の発言の撤回を求めなければなりません。原子力安全委員会は内閣府に所属し他の省庁の干渉を受けないようになっています。それはこのような時（経産大臣が日本の原発の安全について無知、あるいは政治的に虚偽を言ったとき）に、対抗することができるためです。

日本の原発の安全性を保証するための主力の思想は、１）固有安全性、２）多重防御、３）事故確率と被曝限度、の３つでした。事故が起こってみると、４）救命ボートのシステム、など足りなかったこともわかってきましたが、少なくとも１）から３）は日本の原発の安全性を保つ最も大切な考え方です。

この3つの中で福島原発の事故の直接的な原因となったのは２）、つまり「多重防護で原発の安全を守る」というのはウソだったことがわかったのです。

原発を運転すればいろいろなことが起こります。地震や津波ばかりではなく、洪水からテロまであらゆる自然災害、人間が行うことを考えなければなりません。でも、人間が推定できることには限りがあるので、「これがだめなら、あれ」ということです。

つまり、日本をおそった津波は最高で40メートルとします。でもこれからも40メートルが最高かどうかはわかりません。そこで、「津波が防潮堤を越えてきたら、どうするか」というのが2重防護です。

また、多重防護を専門的に言うと、「原子力発電所の安全確保の考え方は、「多重防護」を基本としている。「多重防護」とは、「異常の発生の防止」、「異常の拡大及び事故への発展の防止」及び「周辺環境への放射性物質の放出防止」を図ることにより周辺住民の放射線被ばくを防止することである。」ということで、「原子力基礎用語辞典」に書かれているぐらい初歩的なことです。

たとえば津波については、まず「異常の発生の防止」・・・防潮堤を高くする、もし防潮堤を越えてきてもモーターや非常用発電機などは高いところにある・・・などです。

次に「異常の拡大および事故への発展の防止」ですから、津波で原子炉や電気系統が打撃を受けても、それが爆発につながらない防止の装置が必要です。それも大飯原発にありません。

最後に「周辺環境への放射性物質の放出防止」ですから、原発自身を大きなドームで囲ったり、爆発の時に素早く放射性物質の微粒子を吸い取るなどです。

このようなことからわかるのは、現在の日本の原発は、「多重防護」であると言いながら、実はそれは国民を欺くトリックで、実際には「防潮堤だけ」という状態であることがわかります。そして、それを経産大臣が口にしたということを意味しています。

経産大臣の「100メートルの津波が来たら日本の原発は全部、爆発する」という発言は、「多重防護になっていないから、日本の原発を全部止める」という意味かも知れません。実に不見識な会見でした。

ここで、原子力技術者の方に呼びかけたいと思います。私たちは国民から多くの税金をもらい、原発の技術の開発をさせてもらいました。しかし、福島原発が爆発してみると技術的に大きな欠陥が複数あることがわかりました。

この時点で、技術者として「多重防護」をあきらめるのか、それで安全システムを作ることができるのか、災害の推定の誤差はどの程度か、技術的にじっくり考えていただき、自らの見解を整理して発表してもらいたいと思います。

安全は「政治」の問題ではありません。原子力技術者はこれまで2つのことを国民に約束してきました。一つが「原発は安全だ」ということ、二つ目は「1年1ミリシーベルト以上の被曝はしない」ということです。

この約束は間違っていたのです。原子力技術者はもっと声を上げてください。

　もうゴールデンウイークが目前ですよね。

　お天気の良さそうだし、仕事も多少は余裕が出てきたので、何しようかと考えていて、思いついたのがこれだ。

　おお！めちゃ綺麗！

　こいつはタイリクバラタナゴという種です。一番派手な奴ですね。

　普通飼育しているとこの程度にしかなりません。

都会の水辺

　いまは、ほかの種類でもこんなに派手じゃないけど、ちょうど産卵に向け婚姻色がではじめてめっちゃ美しくなる時期なんだ。

　久しぶりに・・・って言っても子どもの頃以来なんだけど、いっちょやってみるか！という気分になってきた。

　この魚は、全国的にはタナゴといわれる魚なんだけど、京都・滋賀では「ぼてじゃこ」といいます。むかしはじゃこ釣りといいました。

　こいつは、変わった繁殖方法なので、釣ったのを飼育してみるのも一興だしね。

　いやぁ、どの個体も色彩と言い、体型と言いこれほど見事な魚をいまだかつて見たことがないです。

　素晴らしい！

　そこではたと困ったのは、そんなの今でも釣れるのか？・・・いったいどこで？ということなんだ。
　ぼくは、ほとんど、ここ３０年近く瀬田川河畔に住んでると言っても良いのだけれど、瀬田川河畔と言うことは琵琶湖湖畔とほとんど同義なんだ。ということは、ぼてじゃこ釣りのメッカに住んでると言うことになるんだけれど、こっちへ越してから、糸を垂れたことなど思いつく範囲でも数回、五回未満なんだ。越してくる以前はよく琵琶湖まで釣りに来たもんなんだけどね。まぁ、いろいろと忙しかったというものあるんだけど、いつでも釣れるとなると、全然、釣りなどする気持ちがわかなかった。それに、最近は、ブルーギルしかいないのはいつもみてるからよくわかってるし・・・。

　そんな「ぼてじゃこ」は、むかしはどこでも釣れたんだけどね。毎週瀬田川河畔や大戸川畔を散歩してんだから、いまは、そうはいかないことぐらい想像がつく。　

　ということで、話題が一個増えるかもしれません。・・・撃退されるかもしれないけれどね。でも、思い込んだら結構しつこい人なのだよ・・・気が多くて、いっちょ咬みのように見えても。

　さぁ、今日の帰り道くらいには、道具の仕込みに行ってくるとしましょう。(^○^)

A Tribute to Levon Helm.

　The Band の全アルバムから１枚を推奨してくれなどという難問を、今のぼくに問いかけてくれる人はいないのだけど、この嬉し楽しい難問には、これから先も間違いなくこのアルバムを持って答えると思う。

　ぼくが下手な解説を書いても仕方が無いから本音の話をしよう。

　まぁ、The Band というのは、世評があまりにも高いので追従せざるを得ないというのが正直なところで、良いんだかどうか、上手いのだか下手なのだかよくわかんないというのがみんな本音のところなんじゃないだろうか？

　でも言えることは、彼らにしか出来ない音楽がそこには確かに存在して、それが、ある特定の人種にはたまらなく魅力的だということなんだ。ぼくは、高校生の時、友達の影響でそのある特定の人種になってしまったわけだ。・・・高校生で「The Band」は、あり得ないだろう今では感じる。だいぶ背伸びしてたのだろうけど、しっかり染まってしまったわけだ。

　そんなよくわかんない彼らのアルバムの中でも完成度として抜きん出ているのがこのアルバムだ。ぼくは、今まで聴いた全ての音楽のなかでこれ以上の完成度を誇るアルバムをあまり知らない。ぼくの経験では十指に入る。

　このアルバムの全曲ロビー・ロバートソンの作になっている。それまでのThe Band の持ち味の泥臭い不器用な部分は影を潜め、非常に洗練された楽曲とアレンジの粒ぞろいだ。

　ただ、ちょっとずれてきたなぁというものを充分に予感させる寂しさが漂っているのは後知恵でなくとも感じることが出来ると思う。頂点を極めた組織には良くありがちなことだ。

SONY 平井新社長に期待する。

　ぼくは、最近、Sony がどうも本気で好きになって来たという気がしてきた。

　以前にそんな感情を持ったことがなかった。

　ぼくは、地元志向が強いので、余程のことがない限り地元の製品を選ぶ。

　家電品なら、松下、三洋、シャープしか使わない。家電買うならジョーシンというのが我が家の流儀だった。

　カメラがミノルタだったのも、そういう意識が強い。

　本心を言えば、なんで、パナがミノルタを買わないのか？という疑問が強かったが、今ではそれでよかったという感じがする。

　ソニーにとっても良い買い物だったんじゃないかと思う。ぼくも、Sonyの冠に慣れてしまった。もう、抵抗感はない。

　そんなぼくが、Sony製品を意識して使い出したのが、ウォークマンからだと思う。これはどこにも変わるものがなかった。

　VAIOも出たときに使ってみたけど、これはちょっと無理だった。ぼくは、トラックポイントというデバイスがないとノートパソコンが使えないのだと言うことがよく分かった。だから、いまだにThinkPad 一筋だ。

　ぼくの愛するSony製品は以上の２品だ。もう、充分思い入れも持てるようになったと思う。

　そんなSonyが、他社と同様窮地に立っている。他の家電各社も全く同様だ。

　これはよく言われる護送船団方式を模倣する様な日本企業のよく填まるパターンにしっかり填まっているという感じだ。

　そりゃ仕方ない部分もある。韓中のメーカーに各個撃破されるようになる以前は、日本企業の競争相手とは、事実上日本企業しかいないというマーケットで身内で鎬を削り、競争していたのだ。国際競争とは名ばかりで国内マーケットが国境を越えて展開されているにすぎなかったんだね。だから、異邦人の参入に危機感も持たずに隙を見せてしまったわけだ。今まで通りの無戦略な猪突猛進方式はもう通用しなくなってきているのだね。主導権を持って行かれルールが変わってしまったんだ。

　そんな窮地に立つSonyの新社長に平井 一夫氏が選ばれた。ぼくと、同年同月生まれの同世代だ。

　彼には本当に頑張って欲しいと思う。ぼくも、今後は是非とも応援したいと思います。

　こういうせっかちな世の中に生まれたのは、宿業だと諦めて、リストラから始めるのは仕方ないでしょう。

　Ｓｏｎｙ は尖ってなきゃいけないと思う。　そして、カッコ良くなきゃいけない。

　こういう意固地なぼくは、学生の時から、基本的に三菱・東芝・日立の完成製品は基本的に使いません。これは、ヨソ者だからと言うことじゃなくて、主として原発が要因です。（いきがかりじょう日立の２インチのHDDとふそうのトラックだけは指名買いしてますけどね。）
