We're in a competition with China and other countries to win the 21st Century. We have to do more than just build back. We have to build better. Throughout our history, public investments and infrastructure have transformed America. Time and again, they propel us into future.
build back = 再構築する。
public investment = 公共投資。 書き言葉として読むとすぐ意味はわかるが、話し言葉としては、 こういう簡単なことばは、わたしには、スーと出てこない。
time and again = 何度となく。
我々は２１世紀を勝ち抜くために中国やその他の国と競争しており、単に危機から再構築するだけでなく、よりよく構築 しなければならない。歴史を通じて、公共投資とインフラが米国を変革してきた。こうした投資は、何度となく、我々を未来に 進ませてくれた。
That's why I proposed The American Hobs Plan -- a once-in-a-generation investment in America itself. The largest jobs plan since World War II. It creates jobs to upgrade our transportation infrastructure. Jobs modernizing roads, bridges and highways. Jobs building ports and airports, rail corridors and transit line. It create jobs connecting every America with high-speed internet, including 35% of rural Americans who still don't have it.

transit lines = 交通機関路線。
一世代に一度の米国自身の投資である米国雇用計画を提案しているのはそのためだ。これは第二次世界大戦以来最大の 雇用計画であり、交通インフラを更新するための雇用、道路・橋・交通機関路線を建設するための雇用を生み出す。 すべての米国人を高速インターネットででつなぐための雇用を生み出す。これには高速インターネットがまだない地方に クラス銘黒人の３５％も含む。
For too long, we have failed to use the most important word when it comes to meeting the climate crisis. Jobs. There's no reason the the blades for wind turbines can't be built in Pittsburg instead of Beijing No reason why American workers can't lead the world in the production of electric vehocles and batteries. All the investments in the American Jobs plan will be guided by one principple: "Buy American." Amarican tax dallors are going to be used to buy Ameirican products made in America that create American jobs.
blades for wind turbines = 風力タービンのブレード（羽根）。
Pittsburg instead of Beijing = 北京でなくピッツバーグで。
instead of = ・・でなく
あまりにも長い間、我々は気候危機に「対応するうえで最も重要な言葉を使ってこなかった。雇用だ。風力ダービンの 羽根を北京ではなくピッツバーグで製造できない理由はない。米国雇用計画の投資はひとつの原則が指針となる。「バイ・ アメリカン」だ。米国の雇用を生み、米国で作った米国製品を買うのに米国人の税金を使う。

バイデンは、トランプと違って、自由貿易主義者、グローバリストかと思っていたが甘かった。
「バイ・アメリカン（アメリカ製品を買おう）」を重要な指針にすると、国会で演説する。
そうなんだ、バイデンは民主党の大統領なのだ。米国で雇用を生み出すためには、米国製品を買おう、と主張する。
この点では、American First のトランプと同じだ。
だが、気候変動問題をスピーチの最初の部分で取り上げる点では、トランプとは異なる。
内容をはなれて、スピーチのレトリック。同じ言葉の繰り返しが多いなあ。たとえば、create jobs。 何回も何回も 繰り返されているなあ。
instead of の使い方。「北京ではなくピッツバーグで」を「in Pittsburg instead of Beijing」
こんなふうにも使うのだ。
rail corridors = 鉄道網 もはじめて聞いたなあ。
