WEB版のMerriam Websterでarrangeを引くと下記のようにIntransitive Verbだと説明されている。

Intransitiveだとするとto haveのinfinitiveの意味が問題となる。transitiveだとすれば
to have a table at the restaurant.はDirect Objectなのでnoun phraseとして訳せば済むがintransitiveだと「result」に訳す必要がある。となるとhelpの場合と同じように、She arranged. As a result, she could hve a table at the restaurant.とでもするしかない。
ところが、である。次にMacmillanやOxfordを引くと、様子が違うのだ。
