恐ろしいことだ。
拷問による尋問技術を不道徳だとは考えていない人物がアメリカのCIA長官に就いていた。
米国の議会は、それを認めたのだ。
ジーナ・ハスペルは、トランプ政権で初の女性のCIA長官(2018年5月21日～2021年1月20日)となった。
ジーナ・ハスペルは、タイの「Black site」("Detention Site Green” in Thailand )で拘禁者の拷問を監督し、その拷問のビデオテープの証拠隠滅を命じる公電を起草していた。
ジーナ・ハズペルは、2002年に行われた拷問「水責め(waterboard)」を主導し、その証拠映像を握り潰したのである。
「Black site」とは、アメリカ国外、世界中に設置された秘密軍事施設。
その秘密施設ではテロ容疑者などへの過酷な拷問による尋問が行われていたのである。
AP通信によると「Black siteとは、囚人が犯罪で起訴されることなく、保釈や裁判所命令もなく、法的手段を持たない秘密の監獄のことである。」
「水責め」という拷問は、第二次世界大戦中の日本軍の戦争犯罪と関連づけて語られることが多い。
1945年敗戦。「横浜裁判（横浜軍事法廷）」が行われた。
横浜裁判では捕虜の斬首や虐待などの罪に問われたBC級戦犯が裁かれたが、その戦争犯罪のなかで日本軍人がアメリカ人捕虜に対して行った残酷な拷問として「水責め」がある。
当時米国空軍が日本の都市を空爆し民間人を含む無差別殺戮を行っていたためこのテロに対する復讐心から捕虜への「水責め」というリンチが行われた。それを含む拷問を行った日本軍人は処刑され、また15年から25年の重労働刑が言い渡されている。
第二次世界大戦戦勝国・アメリカ自身が日本人を非人道的戦争犯罪として処罰し禁止した拷問を主導した人物。
その拷問者は責任を問われないまま、CIAの最高ポストにおさまったのである。
CIAは前身のOSSの頃から他国への干渉プロパガンダ合戦を得意としてきたが、CIAは米国内での活動を禁じられており、アメリカ国民への宣伝活動も禁止されている。
ところが、ジャーナリストのジェレミー・スケイヒルによると、CIAはソーシャルメディアやツイッターなどから膨大な量のジーナ・ハスペル支援のプロパガンダキャンペーンを行った。
それはまるでジーナ・ハスペルの経歴がトゥームレイダーのララ・クロフトとジャック・バウアーを組み合わせたようなものとして描かれた信じ難いものだったという。
そして、ジーナ・ハスペルは、上院公聴会では9/11以降のCIAの囚人に対する扱いを「拷問」と呼ぶことを繰り返し拒否し、カマラ・ハリス・カリフォルニア州民主党上院議員が「拷問がモラルに反していると思うかどうか」という繰り返しの問いに直接答えることを避け、「合法だ」「米陸軍野戦教範に従う」と言い続けた。
つまり、長い間、国防省の職員が尋問中にやって良いこととされ、今も残っている。その中には極度の睡眠遮断、感覚遮断、非常に狭い場所への監禁が含まれているのだという。
ジーナ・ハスぺルの回答は周到に準備されたもので、この公聴会は茶番劇であり、民主党と共和党の議員たちがCIAのプロパガンダを集団で支持したと言わざるを得ないものとなった。
日本では、総理大臣の友人が犯したレイプ事件をもみ消した警視庁刑事部長が、日本警察のトップ・警察庁長官に上り詰めたが、安倍暗殺事件の警備の不備を問われて辞職。
定年の1年前の引責辞任であるにもかかわらず8000万という多額の退職金が支払われた。
ジーナ・ハスペルはCIAを引退後、国際法律事務所「キング＆スポルディング」のアドバイザーに就任。
キング＆スポルディングは多くの米国政府の公共サービス請け負い、政府高官の天下り先でもある。
またトランプ不動産帝国のアドバイザーであり、トランプ政権の選挙訴訟でトランプキャンペーンを代表したことが軽薄であると批判され、社の前で抗議デモを受けた。

But she repeatedly refused to call the CIA’s post-9/11 treatment of prisoners “torture,” and declined to state whether she believes torture is immoral. Haspel’s comments came in testimony to the Senate Intelligence Committee, as she made her case to become the first woman to head the agency. Haspel is a 33-year CIA veteran who was responsible for running a secret CIA black site in Thailand in 2002, where one prisoner was waterboarded and tortured in other ways. Haspel also oversaw the destruction of videotapes showing torture at the black site. At least two Republican senators have come out against her—Rand Paul and John McCain, who said her “role in overseeing the use of torture is disturbing & her refusal to acknowledge torture’s immorality is disqualifying.” But Haspel may still be confirmed with the help of Democratic lawmakers. Democratic Senator Joe Manchin of West Virginia has already announced he will back Haspel. We speak with Jeremy Scahill, co-founder of The Intercept and host of the weekly podcast “Intercepted.”

The Supreme Court heard oral arguments Wednesday in a case brought by Abu Zubaydah, the Guantánamo prisoner who was the first subject of the CIA’s torture program. Zubaydah’s legal team has spent years trying to obtain testimony from two psychologists who helped the CIA design and implement his torture, and the Biden administration is continuing the Trump’s administration strategy to keep key information about Zubaydah’s torture in Poland classified despite the fact that the two psychologists are willing to testify. Several justices contradicted the Biden administration, suggesting Zubaydah, the only witness besides the psychologists to the torture in Poland, testify himself, and expressing frustration that Zubaydah is still being held incommunicado at Guantánamo. We speak with Abu Zubaydah’s attorney, Joe Margulies, and Pulitzer Prize-winning journalist Raymond Bonner, who has long followed the case. “The legal justification for continuing to hold [Guantánamo detainees] has disappeared,” says Bonner.
