It's defined as an extended period of instability and insecurity.
The word has seen increasing usage due to the ongoing crises in the UK. And after brexit, a pandemic, a dead queen, about 4-5 prime ministers including numerous scandals, and numerous strikes due to an ongoing cost-of-living crisis I can see why the word is becoming popular again ... 
Collins Dictionary said, "it sums up quite succinctly just how truly awful 2022 has been for so many people".
Let's hope 2023 is a bit better!
