Anti-nuclear groups urge Japanese prime minister to block STP loan guarantee More than 100 anti-nuclear and environmental groups around the world urged Japanese Prime Minister Naoto Kan in a letter February 24 to prevent the Japan Bank for International Cooperation from issuing a loan guarantee for two new reactors at the South Texas Project. Michael Mariotte, executive director of the Nuclear Information and Resource Service, which spearheaded the letter, said in a statement, "We don't believe that JBIC or the Japanese government yet fully understand the extraordinary financial risk of investing in this project." Project developer Nuclear Innovation North America, or NINA, is seeking a loan guarantee worth billions of dollars from JBIC to supplement what it is seeking from DOE, NIRS said. NINA is a joint venture owned 88% by NRG Energy which holds a 44% stake in the two operating South Texas Project units and 12% by Toshiba. Tokyo Electric Power has said it would take a stake if the expansion project receives a DOE loan guarantee. NRG spokesman David Knox said in an interview February 24 that NINA has been working with JBIC on a loan guarantee but he did not know if an application has been submitted. A loan guarantee reflects government confidence in a project and could lower the cost of financing, he said, but no money is given out. The government issuing a loan guarantee, however, would have to pay if the recipient defaulted on its loan.
