第二条 定義
「コミュニケーション」には、音声言語、手話、文字表記、点字、触覚コミュニケーション、拡大文字、筆記、音声装置、アクセシブルなマルチメディア、平易な言葉、朗読者、並びにコミュニケーションの補助的及び代替的な様式、手段及び形態（アクセシブルな情報通信技術を含む。）を含む。（川島聡・長瀬修 仮訳引用）
"Communication" includes languages, display of text, Braille, tactile communication, large print, accessible multimedia as well as written, audio, plain-language, human-reader and augmentative and alternative modes, means and formats of communication, including accessible information and communication technology;
「言語」には、音声言語、手話及び他の形態の非音声言語を含む。
"Language" includes spoken and signed languages and other forms of non spoken languages;
「ユニバーサルデザイン」及び「インクルーシブデザイン」とは、改造又は特別な設計を必要とすることなしに、可能な最大限の範囲内で、すべての人が使用することができる製品、環境、計画及びサービスの設計をいう。「ユニバーサルデザイン」及び「インクルーシブデザイン」は、障害のある人の特定集団のための支援機器が必要な場合には、これを排除してはならない。（川島聡・長瀬修 仮訳引用）
"Universal design" means the design of products, environments, programmes and services to be usable by all people, to the greatest extent possible, without the need for adaptation or specialized design. “Universal design” shall not exclude assistive devices for particular groups of persons with disabilities where this is needed.
