At the Expert Mechanism on the Rights of Indigenous Peoples (EMRIP) held at the U.N. Office at Geneva in Switzerland, fierce debates were developed between the Japanese side and indigenous organization(s) over the status of the residents in Okinawa and Okinawa's "Shimakutuba" (island languages).
This newspaper (* the Miyako Shimpo) will publish a series of reports examining this issue -- which has the potential to unsettle the identity and very existence of the Okinawan people -- while covering the activities of the delegation of local assembly members at the U.N. headquarters in Geneva, on the other side of the globe.
This is is the 6th one in the series.

At this session of EMRIP, the classification of languages in Okinawa within the agenda concerning the "International Decade of Indigenous Languages" emerged as a key point of discussion.
Former LH lawmaker Mio Sugita (LDP) delivered a speech representing the NGO "Society for Dissemination of Historical Fact."
She argued that >"While regional dialects differ across Japan, people understand each other easily, and Okinawan speech is one of those Japanese dialects."
> 演説では、「沖縄方言は古い日本語の語彙や文法を現在まで残しており、日本との深い歴史的・文化的つながりを示している」と説明。
> その上で、「沖縄県民を独立した先住民族として位置付けようとする動きは歴史的事実に反している」と述べ、EMRIPに対し「客観的な証拠と慎重な歴史研究に基づいて検証してほしい」と求めた。
> 杉田氏はまた、「沖縄の言葉は日本語の地方方言の一つであり、独立言語として扱うべきではない」とも主張した。
In her speech, she explained that >"The Okinawan dialect preserves old Japanese vocabulary and grammar, reflecting a deep connection to Japan."
She went on to say that >'However, some now falsely label it a separate "Ryukyuan language" and designate Okinawans as an indigenous people, supported by a neighboring country's political agendas" and requested that >"We ask EMRIP to investigate this history using objective evidence and careful research.'
In addition, Ms. Sugita also asserted that >'While regional dialects differ across Japan, people understand each other easily, and Okinawan speech is one of those Japanese dialects. However, some now falsely label it a separate “Ryukyuan language."
>「日本には多様な方言が存在し、沖縄の言葉もその一つである。万葉集にも見られるような古い日本語の語彙が現在も沖縄に残されている」と説明した上で、言語学的にも日本語との連続性があると強調し、沖縄県民を独立した先住民族と位置づける動きは歴史的事実に反すると指摘した。
> 一方、会合には琉球の人々を先住民族と位置づけ、自己決定権や言語権の保障を求める団体も参加しており、双方の主張が対立した。
After explaining that >"While regional dialects differ across Japan, people understand each other easily, and Okinawan speech is one of those Japanese dialects. Due to geographical isolation, Okinawa retained archaic Japanese terms from maritime trade dating to the 7th century while developing its own unique local dialect," she pointed out that >"The Okinawan dialect preserves old Japanese vocabulary and grammar, reflecting a deep connection to Japan."
On the other hand, organization(s) that define the Ryukyu people as an indigenous one and seek guarantees for their right to self-decision making right and linguistic right also participated in the conference, leading t sharp confrontation between the 2 sides.
> 杉田氏は事前インタビューで、自身による慰安婦問題や基地問題の調査の経緯から「沖縄問題はさまざまな運動と結び付いていると感じた。慰安婦問題、基地問題、先住民族問題は同じ活動家ネットワークによって展開されていると認識している」との持論を語っていた。
> 演説に向けては、沖縄の言葉(しまくとぅば)は日本語の地方方言であり、沖縄県民は日本人であって独立した民族ではなく、沖縄は植民地や先住民族地域には該当しないと主張する方針を提示した。
In an advance interview, Ms. Sugita talked her own view based on the process of investigations into the comfort women issue and military base issues by herself that "I have felt that the Okinawa-issue is intertwined with various movements. I recognize that the'comfort women issue, the base issue and the indigenous peoples issue are all being driven by the same network of activists."
Concerning upcoming her speech, she showed a policy to assert that Okinawan languages (Shimakutuba) are merely regional dialects of Japanese, the Okinawa prefectural residents are Japanese, not a separate ethnic group, and that Okinawa falls into neither a colony nor a territory of indigenous people.
> さらに、「現在は日本政府も同様の立場を取っていることが心強い。政府の立場を支えていくことが重要だ」と述べた。
> また、13日の EMRIP第19回会合では、日本政府代表と石垣市議の友寄永三氏(石垣歴史の会)が事務局作成の研究草案(Draft Study)に対し修正を要求。
> 沖縄県民を先住民族として扱う記述や、米軍基地由来とされる PFAS汚染問題を先住民族の権利侵害とみなす記述の削除ならびに修正を求め、「歴史的・科学的事実に基づく記述とすべきだ」と主張した。
She went on to say that "It's encouraging that Tokyo takes a similar position at present. It's therefore important to support the government's standpoint."
Additionally, at the 19th session of the EMRIP on Aug. 13, a representative of Tokyo and Ishigaki City councillor Eizo Tomoyose (member of Ishigaki history association) requested revisions to the Draft Study prepared by the secretariat.
They called for the deletion or amendment of descriptions describing the residents in Okinawa as an indigenous people and characterizing PFAS contamination linked to U.S. military bases as a violation of indigenous rights, while asserting that "the text should be based on historical and scientific facts."
> 今回の会合では、「沖縄県民は日本国民であり言葉は日本語の方言」とする日本政府や保守系団体の立場と、「琉球民族の自己決定権や言語権、基地負担などの人権問題」を主張する先住民族団体側の立場がそれぞれ演説を行い、議論を展開した。

At the meeting this time, both sides -- Tokyo and conservative organizations, who maintain that the residents in Okinawa are Japanese nationals and their languages are dialects of Japanese, and indigenous organization(s), who advocate for issues such as the Ryukyuan people's right to self-decision making and linguistic right, as well as human rights concerns regarding the burden of military bases -- delivered speeches and developed discussions.
The process is currently awaiting the revision of the Draft Study and the compilation of the final report.
