In his statement on Oct. 13, Ukrainian President Volodymyr Zelensky said that the ties between North Korea and Russia, which continues to invade, was growing, and asserted that "Not only weapons, but also the transfer of persons from N. Korea to the occupying forces."
He did not mention anything more. Details such as the location and scale of the dispatch are therefore unknown.
This month, there are news reports one after another about the death of N. Korean officers in Russian-occupied areas and the dispatch of N. Korean technicians.

Zelensky also expressed that "We are started preparation for new negotiations to be kicked off this week."
He explained that Ukraine would continuously to show its strategy to European donors to bring Russia into the peace talks, and to continuously progress talks to finalize the "victory plan" that Ukraine explained to the countries.

Mass media in Ukraine reported that six N. Korean officers died in a Ukrainian missile attack on Oct. 3 near Donetsk in eastern Ukraine, which is occupied by Russia.
The British newspaper "The Guardian" reported that the N. Korean forces dispatched dozens of technicians behind Russian lines and supported attacks using N. Korea-made short-range ballistic missiles, "KN-23."
The Russian side denies the information that the N. Korean forces takes part in its military operations.
