The notification I received said that "It's recognized that human rights was violated, but taking all circumstances into consideration, (...) it's fixed to suspend measures." When I inquired with the Legal Affairs Bureau, they said that "We didn't recognize the human rights violation."
Btw, the Osaka Legal Affairs Bureau's "original" one was dismissed, even without recognition of a fact of the human rights violations.
