"Lawmakers league to protect peace of mind & safety of all females and the fairness of women's sports" (* "protect females lawmakers league," whose correct names in English is unknown), formed by LDP conservative lawmakers, has begun drafting a bill that would require male and female to use public baths separately based on physical characteristics, and the outline was approved at a general meeting on June 13.
The government has sent a notification in the same meaning to local governments, and it aims is to increase its effectiveness by enacting a law.

The lawmakers league was established last year, in response to enactment of the "Act on Promoting Public Understanding of Diversity in Sexual Orientation and Gender Identity."
It has raised its concern that "if someone asserts their gender identity, they will be able to use women's toilets and baths, even if they are physically male."
The outline of the bill clearly stipulates that "it's necessary to ensure the safety of females in facilities where users are separated by gender."

> 具体的には、公共トイレのように不特定多数の人が利用し、性別で区別される施設を「特定施設」と定義。
> 施設管理者に対し、女性が安心して利用できるよう、構造の変更や警報装置の設置を努力規定として盛り込む。

Specifically, facilities that are used by an unspecified number of persons and are segregated by gender, such as public toilets, are defined as "specific facilities."
As an "effort requirement clause," the law will include to require facility managers to make structural changes and install alarm devices so that females can use the facilities with peace of mind.
