On May 21, the international human rights organization, "Human Rights Watch," released a report stating that Beijing has been effectively forcefully relocating Tibetans within the country (>'"Educate the Masses to Change Their Minds"').
It reported that, since 2016, totally 500 villages with more than 140,000 residents were subject to relocation, and it's impossible to confirm any residents who were able to avoid relocation.

The report pointed out that Beijing has been pushing ahead with the plan to encourage Tibetans to relocate, such as "relocating entire villages" & "relocating individual households," under the guise of "improving livelihoods" & "environmental protection."
Beijing explained that even residents, who were reluctant to relocate, fully agreed to the move after being persuaded by officials. However, it analyzed that the government has been threatening residents by hinting at administrative- and criminal penalties, and by applying peer pressure on residents.
