On March 11, the (* Arleigh Burke-class) Aegis destroyer "USS Rafael Peralta" (DDG-115) stationed at U.S. Navy Yokosuka Base (Kanagawa Pref.) made a port call on the Ishigaki Island (Ishigaki City) in Okinawa Pref.
Due to the increasingly strained Taiwan Strait situation, the U.S. Forces aims to keep China in check by deploying its naval vessels to the Sakishima Islands.
The displeasure spread locally, such as residents carried out protesting activity.

According to the city authority, the U.S. side requested landing of about 300 persons in order for the crews to take rest and replenish.
The city authority refused berthing on the ground, saying that there was no quay with sufficient water depth, it therefore anchored off shore, they transferred to private ship(s) and landed on it.
A port labor union staged a walk out in protest.
On March 8, Okinawa Prefectural authority asked the USFJ naval command center and the U.S. Consulate General in Okinawa to refrain from using civilian ports by U.S. naval vessels except in emergencies.
