On Feb. 6, New York Times online edition reported that >"Russia has allowed the release of $9 million out of $30 million in frozen North Korean assets deposited in a Russian financial institution, according to the intelligence officials."
It also reported that >"In addition, a North Korean front company recently opened an account at another Russian bank, the intelligence officials say."

Russia has upgraded its relations with N. Korea since it kicked off to invade of Ukraine.
Other than using releazed asset to purchase crude oil, via banks in Russia, N. Korea seems to attempt to return to the international financial network while evading the UNSC sanctions.

The UNSC sanctions require countries to freeze assets related to N. Korea's nuclear and missile development.
According to the newspaper, Russia has frozen $30 million in N. Korean assets held in domestic financial institutions.
It conveyed that >"according to experts. What the North most wants from Russia, they say, is advanced military hardware, such as satellite technology and nuclear-powered submarines."
