It turned out that the MoFA's system, which exchanges diplomatic cables with its overseas diplomatic missions, suffered a cyberattack from China in 2020, and therefore information leakage occurred. The government therefore raised its sense of crisis on Feb. 5.
The reason why is that leakage of public cables, which contain confidential information and therefore must be kept confidential, could hinder information exchange with other countries.
In order for upgrade of the defense system, (Tokyo) will urgently beef up staff in charge and consider legislation to introduce "active cyber defense" to prevent damages by taking preemptive measures against attacks.

Diplomatic cables are official cables exchanging between the MoFA headquarters and its overseas diplomatic missions, which is sent and received using an "international IP-VPN" (* IP Virtual Private Network) which is disconnected from the regular Internet.
MoFA official(s) is concerned that "if confidential information is leaked, foreign countries will no longer trust us."
