On Dec. 20, Ministry of Employment and Labor in S. Korea released that、in an audit of "worker's compensation insurance fraud acceptance cases" kicked off on Nov. 1, 178 cases out of 320 suspected cases were investigated, and 117 cases of fraudulent payment acceptance cases were exposed.
The total amount of fraudulent benefits uncovered by the government amounts to 6.031 billion won (\660 million).
The MoEL began the audit, as it's pointed out one after another, including this year's national government audit, that there were many fraudulent workers' compensation acceptance, which was deteriorating insurance finances.

C, who works as a delivery-person using a motorcycle, received 10 million won in compensation after he was involved in an accident while delivering work.
However, in reality, he drove a motorcycle under influence of alcohol and crashed due to his own fault.
In addition, there are many cases of abuse of the fact that amount of workers' accident compensation varies depending on the level of disability.
There are some persons who have been hospitalized for a long time in a convalescent hospital because they can't move their limbs, but are still able to move on their own when out of public view.

A case was also exposed in which a worker applied for workers'accidental compensation and received leave pay, while working under someone else's name and receiving wages.
Mr. or Ms. D, a delivery-worker, caused a motorcycle-fell and sprained his or her shoulder joint, and received 4 million won in lost wages.
However, he or she continued the delivery-work during the medical treatment period, while receiving wages under someone else's name.


> 雇用部は今回の監査で、6か月以上保険金を受け取った療養患者が患者全体の 47.6%を占めるという点を確認した。
> 1年以上の患者も 29.5%に上った。
> 保険金を支払う勤労福祉公団は、労災の審査を行う際「診療期間を延長してほしい」という要請に対して 99%承認していたという。
> 韓国政府は勤労福祉公団に対し、長期療養患者が提出した診療計画書を再審査するよう指示した。
> その結果、1539人のうち419人について、治療を終わらせるよう求めることが決まった。

The MoEL confirmed in the audit this time that recuperative patients, who received insurance benefits for more than six months, accounted for 47.6% of all patients.
For more than 1 year patients was even 29.5%.
The Korea Labor Welfare Corporation (KLWC), which pays the insurance benefits, allegedly approved 99% of requests for an extension of the medical treatment period, when examining workers' accidental compensation cases.
Seoul directed the KLWC to re-examine the medical treatment plans submitted by long-term care patients.
As a result, it was fixed that that 419 of the 1,539 patients would be required to end their treatment.

Concerning the exposed fraudulent benefit cases, Seoul plans to take measures such as collection of unjust benefits, review of disability grades and criminal prosecution.
The audit, which was originally scheduled by Nov. 30, is extended by one month and will run until the end of this month.
After the audit is complete, it plans to launch a system improvement task force (TF) including experts, and improve the system's structural problems too.
The MoEL Minister Lee Jeong-sik explained that "Illegal receipts of workers' accidental compensation benefits and underdeveloped systems lead to deterioration of the financial health of the fund, which ultimately becomes a burden on future generations" and said that "We would like to conduct a thorough investigation and fundamentally resolve the injustices related to workers' accidental compensation, including improper receipt of benefits."
