Concerning that the Audit Committee of the Tokyo Metropolitan Government directed the Tokyo Metropolitan Government to re-investigate, saying the accounting of of "Colabo" (* headed by Yumeno Nito) is unfair in part -- which was commissioned a "support project for young victimized females, etc" by the Tokyo Metropolitan Government -- at an UH regular session representative questioning on Jan. 27, PM Fumio Kishida said that "I would like to take necessary measures based on an outcome of the re-investigation, etc."
Concerning the project, it's discussed in Kawasaki City too = Fuminao Asano, a member of the city council, problematized the fact that the city authority paid a commission to the organization to which the Tokyo Metropolitan Government commissioned the project.

In the "support project for young victimized females, etc.", implemented by the Tokyo Metropolitan Government, etc., there is a system which a private organization commissioned the project provide protection for mainly females in their 10s and 20s for around one or two days.
In principle, children under 18 years old should be reported to the local municipalities' welfare offices or child guidance centers. However, depending on the circumstances, temporary protection entrustment to the private sector is acceptable, and each local municipality can pay for the measures.

According to the materials requested by City Counciler Asano to Kawasaki City authority, the city paid 10 nights for 2 persons (\125,130) in 2020 and 15 nights for 3 ones in 2021 (\182,070).
Concerning that, Asano asked at the city assembly session in last December whether or not the cost of measures paid by the city was being doubled with the outsourcing cost of the Tokyo metropolitan government.

City Mayer Norihiko Fukuda answered that "It is desirable that both the Tokyo Metropolitan Government and the commissioned organization fulfill their necessary accountability."
The director of the City's children's future bureau also showed recognition that "We think that the Tokyo Metropolitan Government will provide explanations as necessary."
He therefore questioned the Bureau of Social Welfare and Public Health in Tokyo about accounting for temporary protection costs, it's explained that "In case that a child is entrusted with temporary protection from a child guidance center, it's directed that the cost isn't included in the "support project for young victimized females, etc."

In response to that, the Children and Family Affairs Bureau of the Ministry of Health, Labor and Welfare answered that "If it's possible to separate the facilities and rooms, even for an organization that receives entrustment fees from the Tokyo Metropolitan Government, "if it's a temporary protection entrustment based on the Child Welfare Act, it's possible to pay to an appropriate business operator."

Mentioned above Asano pointed out that "No matter it's city tax, Tokyo metropolitan tax, or a national tax, it's blood tax paid by the nationals. The central government and each municipality that conducts the project, should establish detailed rules."
