Saki asks Phong about how to prevent delays in the progress of the project.


How does Phong plan to address the authority’s concerns?

The key is to maintain a good relationship with the ministry throughout the process. We should keep them informed of our progress until the license is granted at the final stage.

The topic of conversation shifts to the project schedule. There seems to be a difference of opinion between Saki and Phong.


What influences whether the person in charge is cooperative?

-The interpretation of the guidelines and rules.


What do you think about the timeline? We’re aiming to open the clinic within a year. Do you think that’s realistic?

Well, we need the final approval from the Ministry of Health. It really depends on how cooperative they are. Their guidelines and rules can often be interpreted differently by the official in charge.

So you mean it could take more than a year?

Yes, it could be delayed by a few months or even years. I mean if you look at projects involving infrastructure or manufacturing plants in Vietnam, it’s not uncommon to see delays in getting approvals.

I know, but that kind of delay could kill our project. Management in Tokyo knows there’s a risk, but if the delay actually happens, it would be a huge problem.
