食品の消費税減税、高市首相「制度設計をさらに進め法案の早期成立を」…基本方針の閣議決定を受けて
Prime Minister Sanae Takaichi’s proposed policy—a two-year reduction in the consumption tax rate to 1% exclusively for food items—is likely to be something of a “Columbus’s egg.” I don’t know the historical facts behind the “Columbus’s egg” anecdote, but it is generally interpreted to mean that doing something for the first time—something no one had done before—is not something most people can easily come up with on their own. However, in my own interpretation, I’ve come to see it as meaning that in order to make an egg stand upright on a table, it’s acceptable to partially crush that precious egg.
In order to reduce the consumption tax in Japan, we have no choice but to start with a tax cut policy that lowers the consumption tax rate to 1% for food items only for a limited period of two years—even though this will partially undermine the key policy of reducing the consumption tax with the aim of stimulating inflation.
Some time ago, the writer Ramo Nakajima wrote an essay discussing the varying levels of skill among people in various professions. He noted that writers who are poor at writing are, in fact, quite common. There is simply no connection between the fact that someone is a writer and whether or not they are skilled at writing.
And here’s what I’ve come to realize: there are plenty of politicians who don’t properly calculate their gains. In Japan’s diplomatic negotiations, there have long been many politicians who make no effort to secure a positive outcome for Japan. In domestic policy as well, there are plenty of politicians who, when it comes to balancing the interests of bureaucrats (including finance officials), the Japanese people, and immigrants, make no effort to ensure a positive outcome for the Japanese people.
And the fact is, there are plenty of media outlets that fail to report the facts, and there are plenty of journalists who fail to report the facts as well. That’s why some Japanese people are using YouTube on their own to upload programs similar to those produced by journalists and have managed to attract a large audience.
Japanese people find themselves in an environment where it is difficult to form judgments about politics and the economy unless they individually reconstruct and interpret the events reported in the news, as well as the statements made by politicians and prominent figures, to create their own narratives regarding these issues. Whether or not one possesses the powers of observation of a Sherlock Holmes makes a world of difference in what one is able to discern.

高市早苗首相が実現するであろう2年間限定の食品のみ消費税率1％への減税政策はコロンブスの卵のようなものであろう。私はコロンブスの卵のエピソードについての史実は知らないが、それまで誰もやっていなかったことをはじめて実行するというのは大抵の人々にとって容易に思い付くことでない、という解釈をされているが、私なりに卵を立てるには卵という大事なものを部分的に潰してしまってかまわないという解釈をしてしまった。消費税を減税するにはインフレ誘導目的の消費税減税政策という大事なものを部分的に潰すような2年間限定の食品のみ消費税率1％への減税という政策からでかまわないのである。
以前、作家の中島らもがエッセイの中で、何らかの職業に就いている人々の技術の高低について語っていたことがあった。そして文章が下手な作家というのは、これは普通にいると書いていた。誰かが作家であることと、その人自身の文章の上手下手は何の関係もないのである。
そして私なりに気づいたこと、利得の計算がなっていない政治家なら普通にいる。日本が外交交渉で利得をプラスにしようとしない政治家なら昔から日本に多く存在していた。内政においては財務官僚を含む官僚と日本国民そして移民の利得のうち日本国民の利得をプラスにしようとしない政治家も普通に存在している。
そして事実を報じるのがなっていない報道機関というのも普通にあり、事実を報じるのがなっていないジャーナリストも普通にいるということなのである。だから日本人のなかには個人でYoutubeを用いてジャーナリストのような番組をアップして多くの視聴者を確保している人もいるということである。
日本人は、報道されてくる出来事や政治家や目立っている個人の発言を個々人で再構成し解釈して政治や経済に関わる物語を自分で作り上げなければ、政治や経済について判断するのが難しくなるという環境に置かれている。シャーロック・ホームズのような観察力があるかどうかで判断できることが全く異なってしまうことになる。
