粗暴な軍隊による征服で作られた人工的な帝国は皆滅びる運命にあり、共通の文化を持った人間性のあるサイズの小さな国家に有難いことに分割されるでしょう。ソ連の後は、欧州諸国でしょう、すると米国や中国で。何物も人々の意志を止めることはできないのです。そしてこれらの小さな国家は、真の文化を代表し、本当の世界政府において連邦を形成することができるでしょう。
